The satellite internet provider Starlink, created by Elon Musk, has faced serious challenges in meeting the demand from various municipalities in the Metropolitan Region of Rio de Janeiro.

The company, which is one of the leaders in providing high-speed internet in remote and urban areas, has exhausted the capacity of its plans in several cities in the state, directly affecting the majority of the population of Rio de Janeiro.

The problem has caused disturbances for those wishing to sign up for the service, who now need to wait for new spots to open up.

The majority of the Metropolitan Region of Rio de Janeiro is already facing service unavailability, including important cities such as Maricá, Duque de Caxias, Petrópolis, and Teresópolis.

When users attempt to sign up for the service in these areas, a message from the company informs that there is no capacity to meet demand in those regions.

As a result, Starlink finds itself obligated to place new customers on a waiting list until new “spots” are released for service activation.

This problem is not restricted to just Rio de Janeiro.

According to information from Starlink itself, the provider is unable to expand its capacity in several areas of Brazil, with São Paulo and Manaus also facing limitations.

However, the situation in the capital of Rio de Janeiro is more serious, as the city leads the number of Starlink subscribers in the entire country.

In January 2025, approximately 3.4 thousand people subscribed to the service in the city of Rio de Janeiro, a number that, while high, showed a slight decrease compared to December, when there were about 300 more accesses.

This data was provided by the National Telecommunications Agency (Anatel).

Moreover, the metropolitan area of Rio de Janeiro is the only one in Brazil where Starlink’s capacity has been exhausted over such an extensive area.

The provider also faces challenges in the city of Leticia, Amazonas, which borders Colombia and Peru, where the service is also unavailable for new activations.

This phenomenon has become more common as the company expands its network, but the growing number of users has highlighted the limitations of its current infrastructure.

How Starlink Works And Capacity Increase

Starlink, like any satellite internet provider, has a technical limitation on the number of connections it can offer to each served area.

The company’s satellite network can only serve a specific number of users before losing signal and connection quality.

This occurs due to the transmission capacity of the satellites and ground stations, which depend on a finite number of connections to operate without compromising performance.

The immediate result of this limitation is that those trying to subscribe to the service in those saturated regions must wait until new spots are released.

Current subscribers can continue using the service, but with the caveat that, during peak hours, connection speeds may drop significantly due to the increased number of users sharing the same infrastructure.

This scenario has created a growing demand for a short-term solution.

Starlink, aware of the challenges it faces in Brazil, is seeking authorization from the National Telecommunications Agency (Anatel) to further expand its network in the country.

The provider intends to launch 7,500 additional satellites, which would add to the 4,400 already authorized since 2022.

This move aims to increase the company’s service capacity and thus meet growing demand, particularly in large cities.

However, this expansion is not without challenges.

The Anatel has been carefully assessing the impacts of Starlink’s presence in Brazil, including issues related to digital sovereignty and data security, as anticipated by the site TELETIME in early March 2025.

Regulation on the use of foreign satellites and the implications for cybersecurity and control of sensitive data are important topics that still need to be resolved.

The Issue Of Digital Sovereignty And Anatel’s Concerns

The possible expansion of Starlink in Brazil raises concerns in some spheres, particularly regarding the country’s digital sovereignty.

Given the presence of a foreign operator controlled by Elon Musk, a prominent figure on the international scene, the Brazilian government has shown vigilance regarding the risks that dependence on foreign companies for internet supply may pose.

Additionally, issues involving data security and the possibility of espionage are also topics of debate.

The Anatel must consider all these factors before granting a license for the launch of new satellites.

The decision will not be just technical, but also strategic, to ensure that Brazil retains control over its networks and communication infrastructures while enabling internet access expansion in the country.

The Future Of Starlink In Brazil

The expansion of Starlink in Brazil is an ongoing topic of discussion.

For many, Elon Musk’s company offers an innovative solution for the most isolated regions where traditional internet does not reach.

However, the capacity limitation in urban areas and concerns over security and digital sovereignty remain significant challenges that the provider will need to address.

Additionally, competition with other satellite internet providers also promises to heat up the Brazilian market, bringing more robust alternatives to consumers.

The provider is looking for new ways to increase its infrastructure and serve more customers, but to do so, it will need to overcome the technical and regulatory obstacles present in the country.

Now, it remains to be seen how Starlink will resolve this dilemma between rapidly expanding its coverage and ensuring the quality of the service offered.

Until then, consumers will have to wait patiently on the waiting list and possibly face slower internet until the provider’s infrastructure is expanded.
