New requirement will apply to candidates for categories A and B who start the licensing process in Rio de Janeiro from the established date.
A new step will become part of the process for obtaining the National Driver’s License in Rio de Janeiro. From June 29, 2026, Detran RJ will require a toxicological exam from candidates starting their first license in categories A and B.
According to the State of Rio de Janeiro Traffic Department, the change will affect future motorcycle and car drivers. However, candidates with applications opened before the measure comes into effect will not need to present the document.
The new requirement complies with a determination included in the Brazilian Traffic Code by Law No. 15,153, of June 26, 2025. Until then, the toxicological exam was mainly required from professional drivers licensed in categories C, D, and E.

Understand the requirement of the toxicological exam for the first license
The toxicological exam consists of a laboratory analysis capable of identifying the consumption of psychoactive substances over a prolonged period.
Depending on the type of sample collected, the detection window can reach up to 180 days. Thus, the procedure allows for a broader consumption history analysis.
The requirement will apply exclusively to people starting the first license process in categories A and B after June 29.
On the other hand, the exam will not be mandatory for CNH renewal, issuance of a duplicate, or application for the International Driving Permit.
The application of the new rule will begin after the opening of the National Register of Qualified Drivers, Renach. Then, the candidate must seek an authorized laboratory and perform the necessary collection.
Only after completing the toxicological exam will it be possible to proceed to the physical, mental, and psychological evaluations.
Additionally, these procedures must be carried out within 90 days after the toxicological exam.
How to perform the exam required by Detran RJ
To fulfill the new stage, the candidate must seek a laboratory accredited by the National Traffic Secretariat, Senatran.
The list of authorized establishments can be consulted on the official channels of the secretariat. Therefore, before collecting, the future driver must verify if the laboratory has valid accreditation.
The procedure must occur after the opening of Renach. Consequently, the result will be part of the necessary steps for continuing the first licensing process.
What changes for those using the CNH do Brasil app
Those who decide to start the theoretical course through the CNH do Brasil app must also follow a specific order.
First, the candidate will need to complete all the theoretical content available on the platform.
After that, it will be possible to go to a Detran RJ post to open the first licensing request and follow the other steps.
Thus, from June 29, 2026, new candidates for categories A and B must include the toxicological exam in the planning to obtain the CNH.
The change expands a requirement that was previously concentrated on professional drivers of categories C, D, and E.
