Anatel Expands Fight Against Electronics Piracy Using Artificial Intelligence
The National Telecommunications Agency (Anatel) continued, this Tuesday, May 27, 2025, the national inspection operation in warehouses of major marketplaces, including Amazon, Mercado Livre, and Shopee. The main objective is to seize unauthorized electronic devices, such as drones, cell phones, and TV Boxes, that do not meet the required quality standards. The operation, which started the day before, has already resulted in the seizure of over 3,000 irregular products.
Seizure Summary and Use of Technology in Inspections
On the first day of the operation, May 26, 2025, Anatel collected 1,596 unauthorized products from Mercado Livre’s warehouses and 1,700 from Amazon. Shopee, which operates distribution centers in a cross-docking model, will still undergo inspections in the coming days, due to the need to separate telecommunications products. The agency is using the artificial intelligence tool ‘Regulatron’ to identify irregular listings, demonstrating the use of advanced technology in the fight against piracy.
Responsibility of Marketplaces and Sanctions Imposed
Anatel considers marketplaces as an integral part of the sales chain, as they mediate the sale of goods. Therefore, they can be held liable for infractions of consumer protection laws. To date, the agency has imposed fines totaling over R$ 7 million, with Mercado Livre receiving the largest penalty, amounting to R$ 6.78 million.

Next Steps of the Operation and Planned Measures
The inspections will continue in the coming days and may expand to other states if irregularities persist. The seized products will thus be sent directly to Anatel’s official warehouses, according to the protocol established by the agency. The marketplaces, in turn, will have a set deadline to regularize all items considered irregular by the inspection. If this does not occur, Anatel may destroy, recycle, or even donate the devices to pre-registered educational institutions. Gesiléa Fonseca Teles, Anatel’s Superintendent of Inspection, stated that this year they have intensified actions against illegal electronics. Furthermore, she reported that recent operations were carried out in Camaçari (BA), as well as in six other states in the country.
Position of Involved Companies
Amazon reported that during the inspection conducted by Anatel on May 26, 2025, at the Distribution Center in São João de Meriti (RJ), there were no seizures of irregular products. On the same date, the agency’s team inspected Amazon’s Distribution Center in Cajamar (SP) and found no irregular cell phones on site. The company stated that it will review the list of seized products and will continue to cooperate with Anatel to maintain the reliability of the products offered to customers. To date, Mercado Livre and Shopee have not commented on the operation. Anatel reiterates its commitment to the quality of telecommunications products sold in the country and will continue to act to curb the sale of unauthorized devices, ensuring consumer safety and compliance with current regulations.
