Agency Depends on Approval from the Ministry of Economy to Offer 107 Positions for Public Competition and 104 Temporary Hiring
For the happiness of candidates who have been eagerly awaiting this opportunity for many years, the National Agency of Petroleum, Natural Gas and Biofuels announced, in a board meeting at the end of May, that a request for authorization to conduct a public competition will be sent to the Ministry of Economy.
The initiative aims to replenish the agency’s workforce; after all, the last competition took place in 2015. It is natural that, over the years, needs change, but the number of servers has not kept up with this change – quite the opposite: from 2017 to 2020, the staff lost about 72 employees.
Marcelo Castilho, substitute director of ANP, states that the decision was made to address specific needs of the institution. “Although ANP and SGIP [Integrity Management System of Wells] work very hard with the support of the Ministry of Economy to bring in employees from other agencies, including the ministry itself, there is a gap in specific skills of the ANP career that is not being filled,” he details.

The Competition
Expected for 2022, it envisions filling 107 positions for technical roles, such as Specialist in Regulation of Petroleum and Derivatives and Natural Gas, Specialist in Geology and Geophysics of Petroleum and Natural Gas, Administrative Analyst, Technician in Regulation of Petroleum and Derivatives and Natural Gas, and Administrative Technician.
The ANP’s request to the Ministry of Economy also seeks authorization to conduct a simplified selection process for the temporary hiring of 104 employees, with an estimated salary of R$ 6,1 thousand for a limit of five years, to meet a temporary need of exceptional public interest.
If approved by the government, the ANP competition has the potential to offer great opportunities for all Brazilians; after all, unlike a competition in MT, SP, RJ, or any other public agency of specific states, the positions for the ANP cover the entire national territory.
How Positions Are Currently Filled?
What the National Agency of Petroleum, Natural Gas and Biofuels has been doing to address the workforce that has been affected in recent years is moving servers from other public sectors to the agency. About 23 employees from Infraero, for instance, have been mobilized and now are part of ANP.
Salaries, Tests, and Positions: Know How It Was in Previous Competitions
The last ANP competition, which took place in 2015, had over 29 thousand applicants to fill a much smaller number of positions than is expected for next year: 34 positions of middle and technical level for the roles of Technician in Regulation of Petroleum and Derivatives, Fuel Alcohol, and Natural Gas and Administrative Technician.
The remuneration was not very different from the one expected for the next selected individuals. Those hired through the 2015 competition had salaries ranging from R$ 7.036,54 for regulation technicians to R$ 6.682,54 for administrative technicians.
At the time, candidates were evaluated by the Cesgranrio Foundation in two stages, with objective tests and a written essay, in which basic knowledge was addressed, such as Portuguese, English, and computer skills; and general knowledge, which covered topics such as Administrative Law, Constitution of the Federative Republic of Brazil, Structure of the Petroleum Industry, Natural Gas, and Biofuels, Concepts of Structure and Regulation of the Oil Industry.
In 2012, the selection included objective tests, a discursive test, and an evaluation of titles. This retrospective on the test model is important to help those interested in the positions to start preparing even before the official disclosure of the rules of the competition.
