Among the central objectives are reducing rural crime and protecting producers and communities through coordinated and permanent actions. The execution foresees planning, integration, and operational response in rural areas considered sensitive.
Strategic Actions Foreseen In The Susp
The program lists strategic actions to achieve the objectives. Among them, the articulation and integration of state and federal security forces, as well as the increased presence of the National Public Security Force in rural regions.
There are also initiatives for monitoring and intelligence to prevent crimes, as well as training for agents of military and civil police for specific action against rural crimes, focusing on operational and preventive measures.
Research, Technology And Financing
The text provides for incentives for research and the development of technologies aimed at rural security. There is technical support and financing for surveillance systems, including drones, cameras, and smart fences in rural properties, with an emphasis on prevention.
The financing will use resources from the Union Budget applied to Susp, public-private partnerships, and specific lines of credit for small and medium producers, aimed at purchasing security equipment, ensuring access and operational viability.
Favorable Opinion And Legal Changes
The reporter Rodolfo Nogueira recommended approval. According to him, the program constitutes a State policy for the protection of rural producers, in response to the seriousness of crimes in the field and the economic and social impact on families.
The project amends the Disarmament Statute by exempting rural residents from proving effective need for firearm acquisition or possession, as well as reducing fees, prioritizing analyses, and expanding acquisition limits. In the Penal Code, it raises penalties by 1/3 to double for property crimes in rural areas.
Proceedings And Next Steps
The proposal will go to the Finance and Taxation and the Constitution, Justice and Citizenship committees. Then, it will be voted on by the Chamber Plenary. To become law, it needs approval from deputies and senators, completing the legislative process.
