Project Reduces Minimum Crop Loss from 50% to 40% and Speeds Up Payment of the Guarantee-Safra Benefit to Family Farmers.
A new bill may change the rules of the Guarantee-Safra benefit, providing more security for family farmers in situations of losses caused by weather conditions.
The proposal, approved by the Agricultural and Agrarian Reform Commission (CRA) last Wednesday (09/10/2025), provides for the reduction of the minimum production loss threshold from 50% to 40%, in addition to shorter deadlines for the payment of assistance.

What Changes in the Guarantee-Safra Benefit
Currently, farmers are only entitled to the benefit if they prove they lost at least half of their production. With the change, proof of a 40% loss will be enough to trigger the Guarantee-Safra Fund.
This change is considered essential, given that crops such as beans, corn, rice, cassava, and cotton, common in family farming, are highly vulnerable to climate change.
According to the project’s rapporteur in the CRA, Senator Augusta Brito (PT-CE), the measure addresses a long-standing demand from producers:
“This is one of the demands from many family farmers, especially from the mayors, regarding this proof of loss, reducing from 50% to 40%, which will make it much easier for them to actually access the Guarantee-Safra,” she stated.
Shorter Timeframe to Receive the Benefit
Another important point of the project is the payment method. Today, farmers receive the Guarantee-Safra benefit in up to six monthly installments. Under the proposal, the amount can be paid in up to three installments, making the assistance quicker.
Moreover, in cases of public calamity, pandemics, or epidemics, payment could be made in a single installment, reinforcing emergency protection for farmers.
Guarantee-Safra Fund Will Have New Purposes
The Guarantee-Safra Fund, which finances the payment of the benefit, will also undergo adjustments.
In addition to supporting family farmers in loss situations, the fund could finance actions to cope with the semi-arid region, projects to increase productive capacity, and measures to address climate change.
This expansion aims to make the fund more strategic, strengthening family farming in the face of environmental challenges.
Importance of the Guarantee-Safra for Family Farming
The Guarantee-Safra is considered one of the main instruments of protection for family farmers in Brazil.
It is sustained by contributions from the farmers themselves, as well as transfers from municipalities, states, and the Union.
In practice, this mechanism prevents thousands of families from being left without income in the face of significant losses.
By ensuring an emergency financial benefit, the program ensures minimum conditions for subsistence and reduces the social and economic impacts of climate instability on agriculture.
