According to the senator and project rapporteur, Astronaut Marcos Pontes, the main innovation of CBERS-6 is to enable preventive monitoring of deforestation.
“With this technology, we can act before environmental damage occurs,” emphasized Pontes.
Additionally, he stressed that the data generated will be used exclusively for civilian purposes, safeguarding national interests.
Advances in Environmental Management and Anticipated Risks
CBERS-6 will provide direct benefits for environmental management, including monitoring fires, land use, and water resources.
As Senator Eduardo Braga (MDB-AM) explains, “this partnership attracts investments for the Brazilian aerospace program and strengthens disaster prevention.”
One of the examples cited is the possibility of identifying failures in dams, something crucial to avoid tragedies like Mariana and Brumadinho.
However, not all senators expressed optimism. Eduardo Girão (Novo-CE) and Cleitinho (Republicans-MG) questioned the economic viability of the project, pointing out the crisis context in Brazil and the high investment amount.
“There is a lack of solid justification for this expenditure. To what extent are we becoming dependent on China?”, argued Girão.
Historic Partnership and Sovereignty Debates
The Brazil-China partnership in space technology started in 1988 and gave rise to the series of CBERS satellites (China-Brazil Earth Resources Satellite).
The initial agreement, established in 1994, set forth the division of costs and data sharing, with restricted access to third parties subject to approval from both countries.
However, China’s technological advancement raises concerns among some lawmakers. Izalci Lucas (PL-DF) questioned whether the Asian country might have other strategic interests in the collected data.
In response, Marcos Pontes assured that the agreement protects national sovereignty and that the data will be utilized to benefit multiple sectors, from agriculture to urban planning.
The Challenges of Investing in Technology
Investing in science and technology has always been a controversial issue in Brazil, especially in times of economic difficulties.
Pontes emphasized that initiatives like this have impacts across various fields, not just in environmental prevention.
According to him, the cost of inaction could be much greater, citing financial and human losses in recent environmental disasters as an example.
Moreover, Senator Eduardo Braga reinforced that by sharing costs, China not only shares responsibilities but also helps boost the Brazilian aerospace program.
For him, this collaboration is strategic, especially because it strengthens national technological capacity.

Now that the Senate has approved the agreement, it goes to promulgation, allowing Brazil and China to progress in the construction of CBERS-6.
