Project on the Jucu River combines large storage capacity, million-dollar investment, and direct impact on municipalities of Greater Vitória, in a project designed to reinforce urban supply during prolonged droughts and enhance water security for more than 1 million residents.

The construction of the Imigrantes Dam, on the northern branch of the Jucu River, was announced by the Espírito Santo Sanitation Company as one of the main waterworks in Espírito Santo to reinforce the supply of Greater Vitória during periods of prolonged drought.

With a planned capacity to store 23 billion liters of water, the project involves an investment of R$ 264.5 million and a structure of 53.5 meters in height, according to information released by Cesan.

Between the municipalities of Domingos Martins and Viana, at km 30 of BR-262, the project occupies an area considered strategic for the water system that supplies part of the Metropolitan Region of Vitória.

To enhance the operational security of the supply, the reservoir was planned to operate during periods when the natural replenishment of water sources falls below the consumption needs of the cities served.

Designed as a strategic reserve, the dam aims to reduce the risk of supply shortages in low-rainfall scenarios, especially when the pressure on the network increases and river flow does not meet demand.

According to Cesan, the structure should ensure water security for Greater Vitória for up to four months without rain, a condition considered critical for systems that depend directly on the regularity of water sources.

Presented by the company as the largest sanitation project in Espírito Santo, the project stands out not only for the volume of water planned but also for the direct reach over the population served.

Residents of Vila Velha, Cariacica, Vitória, and part of Viana are among those benefiting from the dam, in a system that totals 1,039,266 inhabitants, according to data released by the state government and Cesan.

Reservoir on the Jucu River enhances water security

In the supply of Greater Vitória, the Jucu River plays a significant role, and the installation of the dam on its northern arm aims to increase the water retention capacity before the drier periods.

Thus, the system will have an additional reserve to maintain supply during times of greater pressure on the network, without relying solely on the natural flow of the water sources.

Planned to occupy 109 hectares of flooded area, the dam reinforces the scale of the intervention and helps explain the importance of the project within the water planning of Espírito Santo.

Besides the stored volume, the height of 53.5 meters indicates a large-scale structure for water storage, and not just a containment barrier located in the river’s course.

In practice, the reservoir will function as a water savings account for times when the rainfall regime does not replenish the rivers at the necessary speed to sustain the consumption of the Metropolitan Region.

With water stored in significant volume, the system can gain a safety margin to balance supply and reduce the population’s exposure to failures during more prolonged dry periods.

This design differentiates the Imigrantes Dam from projects aimed solely at immediate production expansion, because the central objective is to provide system stability and protect the continuity of supply.

By creating a reserve for critical moments, the infrastructure increases water management capacity and reduces the dependency on emergency responses when the water sources face level drops.

Construction of the Imigrantes Dam began with environmental stages

Before advancing the main structure, the initial stage of implementation included preparatory measures in the intervention area, with necessary actions to organize the site and meet the project’s requirements.

The first works reported by Cesan involved fauna rescue, vegetation suppression, and construction site setup, procedures related to the environmental, operational, and technical preparation of the construction.

These phases precede the more visible execution of the dam and show that a project of this scale depends on sequenced services, from area management to future integration with the supply system.

Besides the physical structure, the project requires planning for access, safety, terrain organization, and control of the stages that allow transforming the reservoir into an operational infrastructure for Greater Vitória.

Announced in August 2024, the official forecast indicated a period of 24 months for the completion of the work, although this data represents the announcement schedule and not a public update on the most recent physical stage.

Investment in sanitation targets the supply of Greater Vitória

With a contribution of R$ 264.5 million, the Barragem dos Imigrantes appears among the main sanitation infrastructure investments in Espírito Santo, aimed at protecting metropolitan supply during periods of severe drought.

The announced amount covers the implementation of a structure intended to reinforce the water security of Greater Vitória, with a direct impact on densely populated municipalities highly dependent on supply regularity.

When presenting the project, Cesan associated the dam with a set of actions aimed at reducing water shortage problems in the region and strengthening the system’s response capacity.

The company also reported that the project could generate positive effects on real estate appreciation and tourism development in the surroundings, although the main focus remains linked to urban supply security.

Located between Domingos Martins and Viana, the project connects areas with different functions in the Espírito Santo territory, bringing the mountainous surroundings closer to infrastructure primarily aimed at the urban centers of Greater Vitória.

While part of the structure is in a region outside the more densely populated core of the capital, the expected effects are concentrated in cities where supply interruptions affect residences, public services, and economic activities.

The project’s relevance grows because the system served involves more than 1 million people, a number that makes the dam a strategic piece for regional water management.

In a metropolitan region, any prolonged supply instability tends to produce widespread impacts, from domestic consumption to the functioning of schools, hospitals, businesses, and essential services.

Combined, the main numbers explain the priority given to the project: 23 billion liters of capacity, 109 hectares of flooded area, 53.5 meters in height, investment exceeding R$ 264 million, and direct reach over four municipalities.
