The Commission for the Defense of the Rights of Persons with Disabilities of the Chamber approved a proposal that prioritizes low-income persons with disabilities in obtaining the free Driver’s License, adjusting the scope of the benefit provided in the Brazilian Traffic Code and defining the next steps for its legislative processing.
Approval of the Substitute
The committee approved the substitute text prepared by the Committee on Roads and Transport for the Bill 1330/25. The measure redefines the audience covered by the gratuity of the National Driver’s License, concentrating the benefit on low-income persons with disabilities.
The proposal maintains the existing logic in the Brazilian Traffic Code, which authorizes the free issuance of the Driver’s License to low-income individuals, using resources collected from traffic fines to cover the process.

Changes in Relation to the Original Text
Authored by Congressman Gilson Danie (Pode-ES), the original project provided for the gratuity of the Driver’s License for all persons with disabilities, regardless of income. This scope was altered in the substitute approved by the committee.
With the change, the approved text restricts the benefit, prioritizing those who face greater economic difficulties, in an attempt to direct public resources to a specific group within the universe of persons with disabilities.
Evaluation of the Reporter
The reporter of the proposal, Congressman Duarte Jr. (PSB-MA) stated that the approved text removes an economic barrier that hinders access to the right to drive. According to him, the measure contributes to expanding autonomy, mobility, and social participation by reducing obstacles considered unjustifiable.
The report maintains that the initiative reinforces the exercise of citizenship by facilitating access to licensing.
Processing and Next Steps
The proposal will still be analyzed, in a conclusive character, by the Committee on Constitution, Justice, and Citizenship. To become law, the text must be approved by the Chamber of Deputies and the Federal Senate.
