A vote with direct impact on cart drivers, urban mobility, and animal welfare will take place this Wednesday, June 3, in Belo Horizonte. The City Council will analyze PL 370/2025, which amends the law prohibiting animal-drawn vehicles in the capital of Minas Gerais and adds a new condition for the eventual granting of motor vehicles by the Executive Power. The text stipulates that the beneficiary voluntarily surrenders the animal used in the activity before receiving any vehicle provided by the municipality. The session will take place in the Amintas de Barros Plenary, starting at 2:30 PM, according to information.
Project reinforces removal of carts from the streets
The change proposed by Councilor Wanderley Porto seeks to prevent animals from remaining in situations of exploitation, mistreatment, or abandonment after the replacement of the work means. After all, the delivery of the motorized vehicle would be conditioned on the surrender of the animal, which would prevent the simultaneous use of the cart and the new transport. The parliamentarian states that the measure reinforces the municipality’s commitment to a fair transition, with animal welfare and with the effective removal of animal-drawn vehicles from urban roads. Thus, the project attempts to ensure that the program fulfills its main objective.
Non-compliance with the requirement may cancel benefit
The proposal establishes that the cart driver interested in receiving any vehicle provided by the public authority must relinquish the animal used in the activity. Refusal or non-compliance with this condition will prevent the delivery of the asset and may result in the cancellation of the benefit. Furthermore, the text authorizes the municipal Executive to establish partnerships to ensure the care, shelter, or responsible destination of the surrendered animal. This point expands the municipality’s responsibility in the replacement process and attempts to prevent abandonment after the change of activity.

Municipal program offers alternatives to cart drivers
In February of this year, the mayor of Belo Horizonte, Álvaro Damião, signed the decree that created the Gradual Replacement Program for Animal-Drawn Vehicles. According to the Belo Horizonte City Hall, the policy provides three types of support for cart drivers. The first benefit involves the use of a motorized tricycle for those who already have a license or wish to obtain the document. The second provides technical and administrative support for applying for the Continuous Cash Benefit, the BPC/LOAS, when the worker meets the necessary requirements. The third includes a vocational course in the area of urban maintenance, with the expectation of absorbing the trained workforce into the city’s own services.
Electric tricycle enters the center of the transition
The tricycle provided by the program will be made available on a consignment basis and intended for specific activities, as informed by the Belo Horizonte City Hall. The vehicle will be fully electric, have a body with a capacity of up to 300 kilograms, and can reach a maximum speed of 52 kilometers per hour. To drive it, the beneficiary will need to have a National Driver’s License in category A. The Subsecretariat of Labor, Employment, and Income will be responsible for facilitating the Professional Social Driver’s License for participants, with all costs covered by the city hall.
