China changes social strategy for 2026 and starts acting before poverty affects millions of families in an unprecedented transformation

New legislation expands the Chinese social protection network, creates preventive mechanisms to identify families in vulnerable situations, and reinforces billion-dollar investments in assistance, health, housing, and economic inclusion.

China is promoting one of the largest overhauls of its social assistance system in recent decades. As announced by the National People’s Congress of China, responsible for approving the new National Social Assistance Law. The Chinese government will put into effect next month, a new National Social Assistance Law that significantly expands the protection offered to the population and introduces an important change in how economic vulnerability is identified.

Instead of acting only when a family is already below the poverty line, the new model seeks to detect signs of financial fragility before the situation worsens. In this way, the country intends to prevent millions of people from facing situations of extreme economic difficulty.

The measure arises in an international scenario marked by the reduction of social programs in various countries. While some nations discuss benefit cuts, China moves in the opposite direction and expands its social protection network.

New law expands the reach of Chinese social assistance

The legislation approved by the Standing Committee of the National People’s Congress (NPC) represents a structural change in the country’s assistance system.

From the entry into force of the norm, two groups that previously did not receive government support will now be included. The first consists of families that are slightly above the official poverty line. The second includes people who have a stable income but face financial difficulties due to high costs of health, education, or housing.

Furthermore, the government will no longer evaluate only the gross income of families. The new criterion will also consider how much each family unit spends on essential expenses and what amount actually remains available after these payments.

With this, the analysis of the economic situation becomes closer to the reality faced by the population.

The new law has 78 articles distributed in seven chapters and establishes that resources allocated to social assistance programs must be mandatorily included in the budgets of all levels of government.

In turn, Beijing has already announced an investment of 156.68 billion yuan in 2026, equivalent to approximately US$ 21.6 billion.

System already serves tens of millions of people

Although the new legislation represents an important innovation, it does not start from scratch.

Since the 1990s, China has operated the so-called “dibao,” a national minimum income guarantee system aimed at low-income families.

According to data from the Ministry of Civil Affairs, the program currently benefits between 37 million and 40 million people, which corresponds to about 2.6% to 2.8% of the Chinese population.

Of this total, approximately 7 million live in urban areas. However, the majority of beneficiaries are located in rural regions, where more than 30 million inhabitants receive some form of financial protection.

It was precisely on this consolidated structure that the new legislation was built.

Furthermore, historical results reinforce the government’s confidence in expanding the program. World Bank data indicates that China has lifted nearly 800 million people out of poverty over four decades. The government also considers that extreme poverty was eradicated across the national territory in 2020.

Since then, the focus of public policies has shifted to preventing economic vulnerability.

The concept of fragility becomes the guiding principle of the new public policy

Experts point out that the main innovation of the new legislation lies in the change of concept.

According to Professor Guan Xinping from Nankai University, Chinese social assistance is shifting from a model based solely on absolute poverty to an approach focused on economic fragility.

In practice, this means that the State can act when a family faces difficulties caused by illness, unemployment, accident, or unexpected expenses, even if their income is still above the traditional limits used in social programs.

Meanwhile, Professor Yao Jianping from North China University highlights that assistance is no longer just an emergency response and starts to function preventively.

In addition to financial transfers, the model also includes professional training, psychological support, and programs for reintegration into the job market.

Therefore, the goal is not only to provide temporary financial aid but also to prevent momentary problems from turning into permanent situations of economic exclusion.

Benefits reach people with disabilities, children, and vulnerable families

The expansion of the social protection network also reaches other groups considered priorities.

By the end of March, the subsidies intended for people with disabilities covered 11.998 million beneficiaries in vulnerable situations and 16.826 million people with severe disabilities.

In the same period, authorities processed about 293,000 applications online.

Furthermore, protection aimed at children has been reinforced.

The benefit amounts reached 2,093.4 yuan per month for orphans living in institutions. Meanwhile, orphaned children residing in communities received 1,627.2 yuan per month. On the other hand, minors without effective parental care began receiving 1,614.6 yuan monthly.

Meanwhile, local governments continue to adapt programs to regional needs.

In Jing County, located in Xuanzhou, more than 25 million yuan were allocated to assist 8,863 rural residents. Simultaneously, another 1,061 urban residents began receiving minimum financial assistance.

Debate on implementation continues ongoing

Despite the announced advances, the new legislation also generates debates.

During the drafting of the text, the proposal to replace the expression “vagabonds and beggars” with “displaced persons without a place to live” sparked discussions on social networks like Weibo.

While the government argues that the change reflects a more modern view on temporary vulnerability situations, part of the population considers the alteration merely a terminological change.

According to official data, approximately 620,000 homeless or extremely disadvantaged people receive assistance every year. Between 2024 and 2025, more than 700,000 individuals were assisted within these categories.

Even so, experts claim that the new legislation represents a turning point in Chinese social policy.

Moreover, international analysts observe that strengthening social assistance can also contribute to increasing family confidence and stimulating domestic consumption, considered one of the current economic challenges of the country.

Finally, the new law introduces a different logic from that adopted by many traditional systems. Now, the government intends to act before poverty sets in, using economic fragility indicators to identify risk situations and expand social protection preventively.
