Coca-Cola Prepares Billion-Dollar Investment in the Interior of São Paulo and Evaluates Strategic Cities to Host One of the Largest Factories in the World. The Decision is Expected to be Made by 2025, with Construction Scheduled to Start in 2026.
Coca-Cola is evaluating setting up a new industrial plant in the interior of São Paulo, with an estimated investment of R$ 1 billion.
The company is working to define the municipality by the end of 2025 and start construction in 2026, according to public statements from executives.
According to regional reports, Pindamonhangaba and Lorena currently appear to be the most well-positioned candidates to receive the project.

Dispute in the Interior of São Paulo Reaches Final Stages
The selection of cities undergoes technical and political stages.
While the timeline indicates decisions to be made still in 2025, discussions with local administrations and landowners are progressing in parallel.
Regional news suggests that Pindamonhangaba stands out due to its political connections and availability of industrial land, with negotiations considered advanced.
Lorena, on the other hand, gains traction due to its logistics along the Dutra (BR-116) and proximity to industrial bases and distribution centers, factors that reduce operational costs and expand commercial reach.
Other Cities in Motion
In addition to the favorites, other municipalities in the interior of São Paulo are trying to qualify.
Itu, Sorocaba, Bragança Paulista, Jundiaí, and Campinas have been active in attracting large-scale investments, although they are currently out of the main contention for the project.
Meanwhile, Queluz has entered the radar after offering a site with characteristics comparable to those analyzed by the company in Porto Real (RJ), where an old Coca-Cola unit operated.
Caçapava is maintaining initial discussions with representatives linked to the project.
Jacareí is reportedly ruled out due to location issues, according to local reports.
Factors Influencing the Decision
The final choice depends on a set of criteria.
Logistics and distribution weigh heavily, a requirement directly influenced by road access, distance to consumer markets, and presence of logistics operators.
Also factored in are land characteristics — size, land regularization, topography, and implementation timeline — as well as urban and utility infrastructure: water, electricity, sewage, gas, and telecommunications.
Another sensitive element is regulatory and environmental security, which affects both licensing speed and future cost predictability.
Project Size and Productive Impact
The announced value, R$ 1 billion, indicates a high scale for the future plant.
Internally, according to information, Coca-Cola believes that the unit to be established in the state will rank among the largest in the global portfolio, aligned with standards of efficiency, automation, and sustainability established in recent operations of the system.
Although capacity details have not been disclosed, the expectation is that the manufacturing layout will incorporate high-speed lines, integrated storage centers, and water and energy reuse solutions, practices that are gaining traction in the beverage industry.
Brazilian Non-Alcoholic Beverage Market in 2023
The sector environment helps explain the appetite for new investments.
In 2023, the Ministry of Agriculture recorded over 29 billion liters of non-alcoholic beverages produced in the country, with the Southeast region leading in volume.
Soft drinks accounted for approximately 23 billion liters, equivalent to about 79% of the national total.
This level establishes Brazil as one of the leading global markets for the category and reinforces the importance of an industrial hub close to major consumer centers.
Why the Vale do Paraíba Region and Surroundings Gained Importance
The Vale do Paraíba region and nearby areas bring together factors that, together, favor large-scale operations.
The Presidente Dutra Highway connects São Paulo and Rio de Janeiro, two of the largest consumption poles in the country, and crosses municipalities with skilled labor, established industrial parks, and suppliers of packaging, inputs, and technical services.
Additionally, the presence of distribution bases in the region shortens timelines and increases logistical reliability, critical attributes for high-turnover chains like beverages.
Timelines and Next Steps
The internal schedule mapped by interlocutors anticipates municipality selection by the end of 2025 and start of construction in 2026.
Before then, the company is expected to deepen feasibility studies, advance land negotiation, and assess incentives offered by local and state governments.
Meanwhile, engineering is validating layout, infrastructure, and future expansion capacity — a relevant factor in projects that seek longevity and scale.
The execution of this cycle usually depends on environmental licensing, urban approvals, and utility contracts, steps that directly influence the timeline.
What is Still Open
Several points remain without official announcement from Coca-Cola, such as the chosen city, the nominal capacity of the unit, and the product mix to be manufactured.
There is also no public detailing regarding incentives that may be offered by governmental entities.
Until the final decision, the set of technical and logistical criteria that guides the selection, along with regional surveys placing Pindamonhangaba and Lorena at the forefront, remains as a reference.
Expected Effects on Employment and Local Supply Chains
Although specific numbers have not been disclosed, an investment of R$ 1 billion is likely to activate supply chains for packaging, ingredients, industrial maintenance, and logistic services, as well as generate direct and indirect jobs during implementation and operation.
The selection of the industrial site could redefine regional transportation flows and stimulate new infrastructure projects, a common impact for plants with a “hub” distribution profile.
The intensity of these effects, however, will depend on the winner city, the operational design, and the ramp-up schedule following the inauguration.
Finally, given this scenario and the criteria at play, which municipality in the interior of São Paulo do you consider most prepared to receive such a large investment, and why?
