State Deputy Will Present Amendment to Change the Constitution of Pernambuco Aiming to Allow the Construction of Nuclear Power Plants in the State
The state of Pernambuco will fully enter the fight to host Brazil’s new nuclear plants. Right in the first month of his term, President Bolsonaro made it clear that the intention of the new government was to finish Angra 3 and build up to 8 Nuclear Power Plants.
Thus, State Deputy Alberto Feitosa (SD), leading a group of legislators, will propose a change to the constitution of the northeastern state, which prohibits under Article 216 the installation of nuclear power plants within its territory.
The initiative comes after a study by EPE (Energy Research Company), linked to the Ministry of Mines and Energy, which mapped the municipality of Itacuruba (PE) as a potential location for the construction of new nuclear power plants.
The controversial subject has sparked the intent for a debate with society, since a large part of the population in the state of Pernambuco is against the installation of this type of energy generation on their land.

The Proposal
Initially, the deputy’s proposal is to conduct a broad debate on the project in the format of public hearings or even on local radio stations, so that clarifications can be provided to the population.
In addition to raising awareness among the population, not only in the municipality but throughout the state about the economic importance of the project, it is to inform them about the safety of the project through visits to the nuclear plants in Angra dos Reis.
The visit would also extend to the hospital and schools sponsored by Eletronuclear’s plants, so that everyone could see the benefits that an enterprise of this size would bring to the state of Pernambuco.
According to Deputy Alberto Feitosa, who is supported by Deputy Antônio Fernando (PSC), an engineer with training in the energy sector, one cannot ignore an enterprise that will cost R$ 20 billion and will leave 25% of this total for the state. “It would be a total change in the region’s life,” he declared.
“The region of Itacuruba has one of the lowest per capita incomes in Brazil and perhaps in the greater South America region, a nuclear power plant can operate for 60 or 80 years. We are talking about up to eight generations, who will have all the opportunity to restructure,” added the deputy.
The deputy’s intention is to present a constitutional amendment project (PEC) this week to alter Article 216 of the Constitution of Pernambuco.
The urgency is to try to prevent other states like Bahia and Alagoas from taking the lead on the project, since both have already signaled interest in hosting the nuclear plants.
