The City of Campinas published an important decree this Friday, April 25. It authorizes and regulates the construction of skyways that connect buildings in the city center. These structures are called sky corridors in Campinas. In practice, building owners in the city center can now request permission to create closed bridges over streets, connecting their developments. But what are the reasons behind this authorization for sky corridors in Campinas?
What are the new air corridors in Campinas?
Os air corridors in Campinas, authorized by the new decree, are essentially closed bridges or walkways. They will be built over public space (streets and sidewalks) in the central region. Their function is to connect adjacent or nearby private buildings. It is important to note that access to these corridors will be restricted. Even before the decree was published, there was already interest in this type of structure. A private hospital located on Rua Onze de Agosto, for example, had already filed a project. The goal was to connect two wings of the unit, allowing the safe passage of stretchers over the street. The expectation of the Urban Planning Department is that requests to build air corridors in Campinas concentrate on busy roads, such as Avenida Francisco Glicério and the streets General Osório, Barreto Leme and Onze de Agosto itself.

The city hall's reasons
The municipal secretary of Urbanism, Carolina Baracat, explained the reasons that led to the regulation of air corridors in Campinas. According to her, the measure aims to bring modernity to the city's central region. The secretary also argues that the passages can contribute to pedestrian safety. The idea is that, by allowing circulation between buildings over the street, the flow of people on the sidewalks is reduced (at least for those who use the connected buildings).
The proposal came about after discussions with the local real estate sector. The inspiration came from urban solutions observed during trips by city government delegations to South Korea and Spain. The city administration believes that air corridors in Campinas can stimulate more investment in the central area. By enabling the interconnected occupation of buildings, the supply of services and commerce in the region is enhanced.
Air corridors in Campinas
The possibility of building air corridors in Campinas is not entirely new. The city's Master Plan, in force since 2018, already provided for this type of structure. However, it lacked specific regulations that defined the detailed rules for construction and the cost associated with permission to use public airspace. The decree published now fills this gap.
The regulation establishes that the authorization to build and maintain the air corridors in Campinas will be onerous, that is, it will have a cost for the owner. An annual fee will be charged. The calculation of this fee will take into account the area of the constructed structure and the value of the square meter of the region, based on the generic value plan of the city.
The money raised from this fee will be allocated to the Municipal Urban Development Fund. This fund finances projects aimed at sustainable urban expansion in Campinas. The authorizations will have determined validity period, which can last up to 30 years, since it involves private use of public space.
Essential rules for building air corridors in Campinas
The municipal decree establishes a series of technical and usage rules for the construction of air corridors in Campinas. The main ones are:
- Minimun height: the structure must be at least six meters high in relation to ground level (street/sidewalk).
- Maximum width: the corridor cannot be more than six meters wide.
- Materials: The use of mirrored surfaces in the structure is prohibited, so as not to hinder traffic or local fauna.
- Structure: It is mandatory that the corridor has coverage and guarantees accessibility conditions.
- Use: commercial use or any type of advertising is prohibited on the air corridors in Campinas.
- Environment and infrastructure: construction must respect existing urban trees and not interfere with public infrastructure networks (water, electricity, etc.).
- Maintenance: The person responsible for the permission (permit holder) will be responsible for the maintenance and conservation of the air ticket.
