SEDCON and Procon-RJ Opened Investigation in December 2025 to Investigate Tariff Increases, Pricing Criteria, and Lack of Transparency at Year-End
In December 2025, a relevant institutional movement drew the attention of consumers, authorities, and app users in Rio de Janeiro.
The State Secretary for Consumer Defense (SEDCON) and Procon-RJ notified Uber and 99 to explain the increase in ride prices recorded throughout the month.
The agencies took this measure after opening a preliminary investigative procedure. The investigation aims to clarify reports of significant increases in charged amounts, especially during peak demand periods.

Preliminary Investigation Gathers Complaints and Official Records
Initially, the agencies analyze internal administrative records. Additionally, they utilize reports from the inspection and customer service departments of SEDCON and Procon-RJ.
At the same time, consumers filed formal complaints. Concurrently, journalistic articles published in December 2025 reported significant tariff increases.
In this context, the agencies verify whether the adjustments complied with legal rules. They also analyze whether users received clear and transparent information about price formation.
Consumer Defense Code Guides the Analysis
The Consumer Defense Code (CDC) prohibits price increases without just cause. This rule applies to all service providers.
Furthermore, the CDC requires companies to inform any adjustments in advance. The communication must occur in a clear, objective, and accessible manner.
These principles ensure good faith, information, and transparency. Based on them, SEDCON and Procon-RJ conduct the investigation.
Agencies Demand Formal Explanations from the Platforms
In light of the evidence, the agencies demanded detailed clarifications from Uber and 99. The requests cover several relevant points.
Among the main requests are:
- Confirmation of price adjustments in December 2025
- Explanation of the criteria used to set ride prices
- Justification for any increases applied during the period
- Comparative report of the values charged in October, November, and December 2025, considering similar routes
With this information, the investigation aims to identify the source of the increases. The focus is on dynamic pricing or structural changes in tariffs.
Authorities Reinforce the Right to Information
Commenting on the notification, the Secretary of State for Consumer Defense, Gutemberg Fonseca, emphasized the institutional stance.
According to him, “Our actions aim to ensure transparency. The platforms need to explain why prices increased and how these values are determined”.
The secretary stressed that “clear information is not a favor; it is a right of the consumer”. He made the statement during the investigations of December 2025.
Inspection Intensifies During Peak Demand Periods
Finally, SEDCON and Procon-RJ maintain continuous monitoring of essential services to the population.
Especially in peak demand periods, such as the year-end holidays, the agencies intensify enforcement to protect consumers.
Given this scenario, will the explanations from Uber and 99 be sufficient to ensure transparency and users’ trust in the ride pricing model?
