Correios reported an impressive loss of over R$ 2 billion in the first nine months of this year, placing the state-owned company in a challenging scenario. Among the factors contributing to this negative performance, the controversial “blusinhas tax,” officially called remessa conforme, stands out. Created by the federal government, this tax has been widely criticized for directly impacting e-commerce, especially small stores and consumers relying on low-value imports. Additionally, the measure ended up reducing the volume of international orders, affecting one of the company’s main sources of revenue.
“Blusinhas Tax” Brings Estimated Drop of R$ 200 Million in Imports
According to data from the Federal Revenue, the remessa conforme, which imposes taxation on purchases below US$ 50 at 20% federal taxes, has resulted in a 40% drop in imports.
The figures from Correios show that, between July and September, the state-owned company generated just over R$ 1 billion in imports, compared to R$ 1.3 billion in 2023, indicating an estimated decline of R$ 200 million that contributed to the losses of Correios.

Imports Are Expected to Worsen When Governors Raise ICMS
Since Correios is considered the main carrier of international shipments, the market was already expecting a significant impact on the company’s revenues due to the remessa conforme; however, the volume surpassed projections.
Thus, something similar to what happened with the Remessa Conforme occurred, as the initial forecast was for tax collection around R$ 70 million, but that figure reached R$ 500 million.
The drop in imports could worsen further when governors adjust the ICMS rate, which applies to all purchases of 17% to 25%. If this trend continues, it may exceed the deficit of 2015, which was R$ 2.1 billion, recorded when Dilma Rousseff was in office.
Initiatives Taken to Reduce the Losses of Correios
Three actions have been determined to reduce the losses caused by the “blusinhas tax.” Correios will suspend the hiring of third-party personnel for 120 days, as despite having thousands of employees, the state-owned company often hires extra labor in certain circumstances. This practice is now suspended.
Moreover, Correios will also cut contract prices by negotiating and reducing at least 10% of the current agreement values. Finally, the termination of contracts will occur, and extensions can only be made with the savings from renegotiations.
Correios expected revenues of R$ 22.7 billion in 2024. Now, they have revised that to R$ 20.1 billion. Even if the spending ceiling operates fully, there will still be a loss of at least R$ 1.7 billion.
Justifying these measures, Correios stated that it is necessary to avoid the risk of insolvency, meaning there is a risk that the company could go bankrupt and need to be rescued by the Treasury. It is also worth noting that, this year, the state-owned company also took on a liability for the retirement plan of its employees. The company committed to transfer R$ 7.6 billion to Postalis, the pension fund for the company’s employees.
