The Award Received by Carlos Mastrangelo Is the Third Individual Recognition Granted by the OTC to Petrobras Employees
Engineer Carlos Mastrangelo received this Sunday, 6/5, one of the most important international distinctions in the oil and gas industry, the Distinguished Achievement Award for Individuals from the Offshore Technology Conference (OTC), the traditional and largest event in the world for offshore oil and gas exploration and production. The award recognizes Mastrangelo’s contribution, during the time he worked at Petrobras, to the regulation and worldwide dissemination of the use of Floating Production, Storage and Offloading (FPSO) units by the oil industry. The award was presented during the OTC Golden Anniversary gala dinner, which preceded the 50th edition of the conference, starting today, 6/9, in Houston (USA).
In the early 1990s, while still working on the platforms in the Campos Basin, Mastrangelo realized that large vessels had significant potential to operate as oil platforms, but this use was limited by existing legislation.

He led a team that worked with the Navy, port authorities, and professional societies to ensure that the world’s first guideline for a unit classified as an FPSO was launched in 1992 at Petrobras’ headquarters. “From then on, this type of platform became the preferred method for producing offshore oil fields, especially where there is little infrastructure for the transportation of produced oil,” says the engineer. With the experience gained in Brazil, Mastrangelo participated, in 2006, in the implementation of the first FPSO in the United States, installed by Petrobras America in the Cascade and Chinook fields in the U.S. portion of the Gulf of Mexico.
For Mastrangelo, the individual award is “the recognition of the work of an entire generation, created by the company.” The engineer retired in 2012 after 28 years of dedication to Petrobras. He currently provides consulting for the oil and gas industry.
Awards at the OTC
This is the second time a Petrobras employee has received the Distinguished Achievement Award for Individuals. In 2007, engineer Marcos Assayag was honored for significant innovations in the development of new technologies for production in deep waters.
In 2015, OTC Brazil awarded engineer Antônio Capeleiro for his contribution to the technical development and management of oil fields in deep and ultra-deep waters, such as the pre-salt reserves. In addition to the individual award, Petrobras has also been recognized at the OTC in 2015, 2001, and 1992, with awards for the development of pioneering technologies and overcoming barriers in the oil industry. The most recent recognition was received in 2015 for a set of ten pioneering technologies for the pre-salt.
