CNT Research Indicates That Mato Grosso do Sul Needs R$ 4.3 Billion to Recover Its Highways. Concessions, Federal Investments, and Challenges Still Mark the Scenario of the State’s Road Infrastructure. Learn More!

Amid the vast fields and landscapes of Mato Grosso do Sul, highways play a crucial role in connecting people and transporting agricultural production.

However, the quality of these roads has been a concern for drivers and carriers who depend on them daily.

Recently, studies have brought to light data that highlight both persistent challenges and significant advances in the state’s road infrastructure.

According to the CNT Highway Survey, Mato Grosso do Sul requires an estimated investment of R$ 4.3 billion for the recovery of its highways.

Of this total, R$ 3.191 billion is destined for emergency restoration actions, while R$ 1.166 billion is aimed at maintenance.

The study evaluated 23 highways in the state, including state, federal, public, and granted roads. The results indicate that 9 highways were classified as good, 13 as fair, and one as poor.

Concessions and Quality of Highways

The research highlighted notable differences between granted highways and those managed by the public sector. Among the granted highways, 49.2% received a good rating, 35.9% fair, and 14% excellent.

In contrast, public management highways saw 36.4% classified as good, 46% fair, and 9.9% excellent.

Currently, Mato Grosso do Sul has concessions on only two highways: BR-163, managed by CCR MSVia since 2014, and MS-306, under concession by Way-306 since 2020.

Critical Points and Waste

According to the Mídiamax website, a CNT survey identified 16 critical points on the state’s highways.

It is estimated that, in 2024, the poor quality of the pavement resulted in unnecessary consumption of 41.4 million liters of diesel, causing an additional cost of R$ 237.92 million to carriers.

Additionally, losses from accidents on highways amounted to R$ 389.83 million in 2023.

Highlighted Highways

Only four highways in the state were considered good in all assessed criteria:

  • BR-163 (granted)
  • BR-262 (in the process of concession)
  • BR-419 (newly paved)
  • MS-306 (granted)

On the other hand, MS-444 was the only one classified as poor. With a length of 6 km and pavement considered terrible, this highway is in the process of being paved.

According to the State Agency for Enterprise Management (Agesul), the paving project has already been prepared, and the bidding for the first batch is scheduled for April of this year.

Future Investments

The auctions for the Rota da Celulose and BR-163 in Mato Grosso do Sul are scheduled for May 2025. These bids are expected to inject nearly R$ 30 billion into the state’s main highways over 30 years of concession.

The Rota da Celulose anticipates an investment of around R$ 10 billion in private capital and encompasses sections of state highways MS-040, MS-338, and MS-395, along with sections of federal highways BR-262 and BR-267, totaling 870.3 km.

The auction is scheduled for May 8 in São Paulo. The BR-163 bidding document predicts the duplication of 203 km of road, construction of 147.77 km of additional lanes, and implementation of 28.82 km of bypasses, among other improvements, with a total estimated investment of over R$ 17 billion over 29 years. The auction will take place on May 22.

Recent Advances

In 2024, federal investment in the transport infrastructure of Mato Grosso do Sul reached R$ 833.6 million, representing a 253% increase compared to 2022.

This funding was driven by the New Growth Acceleration Program (PAC) and included works such as the Brazil-Paraguay Bridge on BR-267/MS and the Três Lagoas Bypass on BR-158/262/MS.

Persistent Challenges

Despite the investments and improvements, significant challenges remain.

The 2024 CNT Survey revealed that 48.31% of the state’s highways were classified as being in regular, poor, or terrible conditions, a decrease from the 56.2% recorded in 2023.

However, the percentage of highways considered excellent dropped from 12.7% to 11.3% in the same period.

These data indicate a continuous need for investments and maintenance to ensure the safety and efficiency of traffic in the state.

According to experts, the highways of Mato Grosso do Sul are vital for the region’s economy and mobility.

While significant advances have been made, especially with increased federal and private investments, it is crucial to maintain a focus on the continuous maintenance and improvement of these roads.

In this sense, experts remind us that the safety of users and the efficiency in the transportation of goods depend directly on the quality of road infrastructure.
