Amidst the vast fields and landscapes of Mato Grosso do Sul, Highways play a crucial role in connecting people and transporting agricultural produce.

However, the quality of these roads has been a cause for concern for drivers and transporters who depend on them daily.

Recently, studies have brought to light data that demonstrate both persistent challenges and significant advances in the state's road infrastructure.

According to the CNT Highway Survey, Mato Grosso do Sul requires an estimated investment of R$4,3 billion to recover its highways.

Of this total, R$3,191 billion is earmarked for emergency restoration actions, while R$1,166 billion is earmarked for maintenance.

The study evaluated 23 highways in the state, including state, federal, public and concession roads. The results indicate that 9 highways were classified as good, 13 as average and one as poor.

Concessions and highway quality

The research highlighted notable differences between concessioned highways and those managed by the government. Among the concessioned highways, 49,2% received a good rating, 35,9% a fair rating and 14% an excellent rating.

On highways under public management, 36,4% were considered good, 46% regular and 9,9% excellent.

Currently, Mato Grosso do Sul has concessions on only two highways: BR-163, managed by CCR MSVia since 2014, and MS-306, under concession by Way-306 since 2020.

Critical points and waste

According to Mediamax website, a survey by the CNT identified 16 critical points on the state's highways.

It is estimated that, in 2024, poor pavement quality resulted in unnecessary consumption of 41,4 million liters of diesel, generating an additional cost of R$237,92 million for transporters.

Furthermore, losses resulting from accidents on highways totaled R$389,83 million in 2023.

Featured Highways

Only four highways in the state were considered good in all aspects evaluated:

  • BR-163 (concessioned)
  • BR-262 (under concession process)
  • BR-419 (newly paved)
  • MS-306 (concessioned)

On the other hand, MS-444 was the only one classified as poor. With a length of 6 km and pavement considered to be in poor condition, this highway is in the process of being paved.

According to the State Agency for the Management of Enterprises (Agesul), the paving project has already been drawn up, and the bidding for the first lot is scheduled for April of this year.

future investments

The auctions for Rota da Celulose and BR-2025 in Mato Grosso do Sul are scheduled for May 163. These auctions are expected to inject almost R$30 billion into the state's main highways over the 30-year concession period.

The Pulp Route foresees an investment of around R$10 billion in private capital and includes sections of the state highways MS-040, MS-338 and MS-395, in addition to sections of the federal highways BR-262 and BR-267, totaling 870,3 km in length.

The auction is scheduled for May 8, in São Paulo. The BR-163 tender provides for the widening of 203 km of highway, construction of 147,77 km of additional lanes and implementation of 28,82 km of bypasses, among other improvements, with a total investment estimated at more than R$17 billion over 29 years. The auction will take place on May 22.

Recent advances

In 2024, federal investment in transport infrastructure from Mato Grosso do Sul reached R$833,6 million, representing an increase of 253% compared to 2022.

This contribution was driven by the New Growth Acceleration Program (PAC) and included works such as the Brazil-Paraguay Bridge, on BR-267/MS, and the Três Lagoas Bypass, on BR-158/262/MS.

Persistent challenges

Despite investments and improvements, significant challenges remain.

The 2024 CNT Survey revealed that 48,31% of the state's highways were classified as being in fair, poor or very poor condition, a reduction compared to the 56,2% recorded in 2023.

However, the percentage of highways considered excellent fell from 12,7% to 11,3% in the same period.

These data indicate the ongoing need for investment and maintenance to ensure the safety and efficiency of traffic in the state.

According to experts, Mato Grosso do Sul's highways are vital for the region's economy and mobility.

While significant progress has been made, especially with increased federal and private investment, it is crucial to maintain focus on the continued maintenance and improvement of these roads.

In this sense, experts point out that user safety and efficiency in the transportation of goods directly depend on the quality of road infrastructure.
