Local Professionals Achieve Certification and Expand Opportunities in the Fluminense Blue Economy
In July 2025, a new cycle of technical training was completed in the state of Rio de Janeiro, marking a significant advance in the qualification of professionals for the blue economy. The initiative brings together efforts from Karpowership Brasil, the State Secretary of Energy and Blue Economy (Seenemar), and the Brazilian Navy. As a result, the communities of Itaguaí and Costa Verde were directly benefited.
The training of 35 local professionals was celebrated, while another 70 already selected are waiting for the classes in October and November, as confirmed by the involved institutions.

Blue Jobs Program Integrates Community and Maritime Sector
The free training is part of the Blue Jobs Program – A Sea of Opportunities, created and coordinated by Seenemar. The central objective is to expand technical qualification in maritime areas and thus generate new work, income, and sustainable development opportunities for Rio de Janeiro. The course, titled Aquatic Professionals Training Course – Deck and Engine Assistant Sailor (CFAQ-MAC), prepares participants to work on support and transport vessels.

According to Seenemar, the high number of enrollments reflects the real interest of the population in training and employment in the maritime sector. According to data released in July 2024 by the secretary itself, the program committed to training 105 professionals by the end of the year.
The country manager of Karpowership Brasil, Gilberto Bueno, emphasized that the initiative helps create a new generation of specialized workers in the maritime sector while promoting autonomy in local communities. He emphasized: “Training 105 professionals with recognized technical standards is a fundamental step for the future of the sector and the regions served.”
Certification Transforms Lives and Expands Employability
With certification recognized by the Brazilian Navy, fishermen and traditional workers from the Fluminense coast gain expanded access to better-paid positions in the navigation, transport, and port support segments. Seenemar emphasizes that the action strengthens the socioeconomic integration of these communities, providing new professional perspectives and greater job security.
The State Secretary of Energy and Blue Economy, Cássio Coelho, stated in an official declaration in July 2025:
“The Blue Jobs Program – A Sea of Opportunities is a structuring public policy designed to generate positive impact and sustainable development.” He also emphasized that “investing in the blue economy is also investing in inclusion, dignified work, and a future for Fluminense communities.”
Furthermore, all stages of the program are accompanied by the Brazilian Navy, ensuring technical rigor and reliability in the certification process.
Social Commitment and Local Development
Since the beginning of Karpowership’s operations in Brazil, the company has adopted a stance of social responsibility in the regions where it operates. The focus on human and economic development of the areas neighboring the power plant in Itaguaí is reiterated by every training action.
Seenemar emphasizes that the Blue Jobs Program consolidates a virtuous cycle of technical training, job creation, and sustainable growth. Through transparent public policies and strategic partnerships, the program strengthens the blue economy, values local talents, and contributes to building a more inclusive future.
Concrete Opportunities with Immediate Impact
The structure of the Blue Jobs Program – A Sea of Opportunities, implemented throughout 2025, demonstrates the commitment of the state of Rio de Janeiro to professional qualification and social development. The free course offers access to new maritime careers, encouraging the financial autonomy of graduates while responding to the growing demand from the sector.
The data from Seenemar and testimonials from managers at Karpowership Brasil and the Brazilian Navy confirm: each stage of the program has been rigorously planned to ensure efficiency, transparency, and tangible results. With the strengthening of the blue economy, Rio de Janeiro consolidates its position as a national reference in technical training policies for the maritime sector.
In summary, the Blue Jobs Program presents itself as a clear example of how the union between public power, private initiative, and the Navy can transform realities, expand opportunities, and drive social, economic, and professional growth of Fluminense coastal communities.
