More than 200 thousand Brazilians receiving the Continuous Cash Benefit (BPC) have already registered and updated their information in the CadÚnico, meeting the requirements of the Unified Social Assistance System (SUAS). However, there are still about 305 thousand beneficiaries who need to complete this process to maintain their right to the benefit.

The director of the Basic Social Protection Department of the Ministry of Development and Social Assistance, Elias Oliveira, highlighted the relevance of the CadÚnico for access to basic rights, such as social assistance, health, and education. He emphasizes that having updated data is essential for maintaining the BPC and for the integration of citizens into the social protection network in Brazil.

In September, a new inter-ministerial ordinance was published, establishing specific deadlines and procedures for the registration and updating of beneficiaries’ information for the BPC. Beneficiaries who do not update their information within the determined deadlines may face benefit blocks.

How to Regularize the CadÚnico

For those who had their BPC blocked due to lack of registration or update in the CadÚnico, the Ministry of Social Development advises that the first step is to call the number 135, the official channel of the National Institute of Social Security (INSS). After the contact, the unblocking of the benefit is carried out within up to 72 hours, provided that the beneficiary informs that they are regularizing their situation.

The 135 central offers free assistance for both cell phone and landline calls, facilitating the reactivation process for those with suspended benefits. From the notification, the beneficiary receives a deadline to register or update their information, which varies depending on the size of the municipality.

Deadlines for Regularization

The deadlines for regularization vary according to the municipality where the beneficiary resides:

  • Municipalities with up to 50 thousand inhabitants: 45 calendar days for registration or update in the CadÚnico.
  • Municipalities with more than 50 thousand inhabitants: extended deadline of 90 calendar days.

These periods are counted from the date of official notification, which may be communicated by the bank where the beneficiary receives the BPC or through other governmental means.

Importance of the CadÚnico

The CadÚnico serves as the main gateway to dozens of social programs in Brazil, including the BPC, which provides financial support to the elderly and people with disabilities in vulnerable situations. Elias Oliveira emphasizes that inclusion and updating in the CadÚnico allow public and assistance policies to be directed efficiently to those who need it most.

In addition to being a legal requirement, periodic updating – recommended every two years – ensures that the information is correct, ensuring that health care, education , and social assistance reach all those who depend on the benefit.

Procad-SUAS: Strengthening Service in the CadÚnico

To strengthen service to beneficiaries and facilitate access to the CadÚnico, the Ministry of Social Development created the Emergency Strengthening Program for CadÚnico Service in the Unified Social Assistance System (Procad-SUAS), launched in 2023 through Ordinance 871.

The Procad-SUAS aims to carry out active searches, locating and registering families in vulnerable situations, with a special focus on those receiving the BPC. Through this program, the government seeks to simplify the updating process of the CadÚnico and adjust deadlines to local needs, ensuring that the benefit reaches all those entitled to it.

Every two years, it is recommended that the data registered in the CadÚnico be reviewed and updated. Periodic maintenance ensures the accuracy of the information and prevents blocking or suspension of the BPC due to outdated data.

Moreover, with the correct data, the beneficiary remains included in the social protection network and can access other assistance policies and programs aimed at the vulnerable population.

For those with the BPC blocked, reactivation is simplified with a call to 135, but it is essential that the beneficiary meets the established deadlines and stays attentive to notifications issued by the government.

With the expansion of Procad-SUAS and the strengthening of assistance policies, the Brazilian government seeks to make the social protection system increasingly accessible and efficient.

The CadÚnico, thus, ceases to be merely a legal obligation and becomes an important tool for inclusion and guarantee of rights for thousands of Brazilians who depend on the Continuous Cash Benefit and other assistance programs.

Beneficiaries should be attentive to registration updates to avoid blocks and ensure they continue to receive assistance from social programs essential for their subsistence and quality of life.
