With New App, MME and MGI Aim to Accelerate Access to the Luz para Todos Program in Remote Areas, Expanding Social Inclusion and Energy Connectivity

On this Tuesday (09), the Ministry of Mines and Energy (MME) and the Ministry of Management and Innovation in Public Services (MGI) announced a strategic initiative to expand the reach of the Luz para Todos program in remote areas of Brazil.

The joint action provides for the development of a new digital app that will facilitate the registration and monitoring of electricity access requests, with a special focus on the Legal Amazon.

The technical cooperation agreement between the two ministries represents a step forward in the digital transformation of public services, with the potential to benefit over 1.2 million people in rural and isolated regions. The proposal is to promote social inclusion, regional development, and ensure that the right to electricity reaches all Brazilians.

Expansion of the Luz para Todos Program with Technological Support

The Luz para Todos program, created in 2003, has already benefited more than 16 million Brazilians, according to official MME data. The new phase, driven by the use of technology, aims to further accelerate this process, focusing on vulnerable and hard-to-reach communities.

The partnership between MME and MGI aims to expand the program’s coverage in remote areas through a new app that will allow the registration of requests even without an internet connection. This functionality is essential to serve populations living in areas without network coverage, such as indigenous, quilombola, riverside, and rural settlement communities.

New App: Features and Integration with Public Services

The new app, developed under the Startup gov.br program, will be an essential tool to facilitate access to the Luz para Todos program. Among its main features are:

  • Intuitive and accessible interface for users with little familiarity with technology
  • Automatic geolocation to map communities and optimize project planning
  • Offline access, allowing the registration of requests without an internet connection
  • Integration with the Cadastro Único (CadÚnico) for automatic validation of beneficiaries

The goal is to make the process more agile, transparent, and efficient, reducing bureaucracy and expanding the reach of the Luz para Todos program in remote areas.

Remote Areas as Strategic Priority for MME and MGI

The initiative prioritizes the Legal Amazon, a region that faces the greatest logistical challenges for the implementation of the Luz para Todos program. The lack of infrastructure, vast distances, and communication difficulties make access to electricity an obstacle for millions of Brazilians.

With the new app, MME and MGI aim to overcome these barriers, bringing electricity to places where it has not yet arrived. Electrification of these remote areas is considered a “gateway” to other public policies, such as health, education, and digital connectivity.

In addition to the Legal Amazon, other areas in the North and Northeast may also be covered, focusing on communities living in situations of social and economic vulnerability.

Planning and Goals of the Joint Project Between MME and MGI

The project will last 18 months, divided into six phases, including audits and adjustments to ensure maximum efficiency before full implementation. The first version of the app (MVP) is scheduled for October 2025, with quarterly updates until final delivery.

The current goal is to serve 1.2 million people by 2027, focusing on vulnerable communities. The planning includes:

  • Mapping of priority areas
  • Training of local agents for using the tool
  • Continuous monitoring of results
  • Assessment of social and economic impact

According to MGI, the use of technology will allow greater control over public investments and better monitoring of projects, ensuring that resources are used efficiently.

Electricity as a Vector of Social Transformation

The arrival of electricity transforms the reality of communities. With it, it is possible to:

  • Operate schools and health clinics
  • Activate water supply systems
  • Create digital connectivity points
  • Stimulate agricultural production and local entrepreneurship

According to João Daniel Cascalho, National Secretary of Electric Energy, the new app will be a decisive instrument to promote social inclusion and stimulate regional development, strengthening the role of MME and MGI in the mission to guarantee electricity for all Brazilians.

Electrification also contributes to cultural appreciation of communities, allowing local traditions to be preserved and disseminated through digital resources.

The partnership also provides for the training of public servants and community agents for the use of the tool, ensuring that the new app is adopted effectively and sustainably.
