A new amendment proposal to the Constitution is shaking the automotive sector in Brazil. The PEC 72/23 seeks to exempt the Tax on the Ownership of Motor Vehicles (IPVA) for all passenger cars, pickup trucks, and mixed-use vehicles that are 20 years or older. The author of the proposal, Senator Cleitinho (Republicanos-MG), emphasizes the importance of reducing the tax burden for low-income individuals. Approved by the Senate, the PEC will now be analyzed by the Chamber of Deputies. “This IPVA weighs too heavily on the families that have older cars and lack the resources to replace them,” argues the senator.
Cars Affected by the New IPVA Exemption Proposal
The proposal does not cover all vehicles, focusing on passenger cars, pickup trucks, and mixed-use vehicles, but excluding minibuses, buses, trailers, and semi-trailers. Thus, the PEC will particularly benefit private old cars, bringing an issue for owners in states like Minas Gerais and Pernambuco, where the IPVA exemption is still not common.
