New PF exam and PRF? The Minister of Justice and Public Security, Ricardo Lewandowski, pushed for new exams for the Federal Police (PF) and the Federal Highway Police (PRF) during a meeting with President Luiz Inácio Lula da Silva this Thursday (10/31).
The meeting, which also included governors, focused on the proposed Constitutional Amendment (PEC) for Security.
Lewandowski emphasized the need to enhance the police forces of both agencies, directly mentioning the head of the Management and Innovation department, Esther Dweck. According to the minister, the PF, which once had a workforce of 15,000 agents, currently has about 13,000, including administrative positions.

Shortfall in PF Personnel
During the meeting, broadcast by TV Brasil, Lewandowski stressed the importance of increasing the number of PF agents. He recalled that the institution is overwhelmed, operating in various areas such as passport issuance, port and airport control, in addition to administrative activities. For him, the reduction in personnel over the last few years hinders the fulfillment of these functions. “We need people”, concluded the minister, reiterating the urgency for a new PF exam.
Lewandowski’s statements reflected a consensus among those present that public safety in Brazil requires immediate reinforcements. In addition to the PF, the PRF was also highlighted as an agency with a history of higher personnel levels but is now similarly short-staffed.
Details of the Constitutional Amendment Proposal (PEC)
The proposal presented by the government aims to alter the roles of the federal police agencies, with significant changes to the role of both the Federal Police and the Federal Highway Police. In the case of the PF, the PEC envisions that the agency will have expanded powers to act on environmental crimes, as well as against criminal organizations and militias operating in different states or even abroad.
On the other hand, the PRF will have a more ostensive role, similar to that of the Military Police of the states, and will gain new responsibilities such as patrolling federal railways and waterways. The agency will also undergo a renaming to reflect these new functions.
Additionally, the PEC seeks to enshrine in the Constitution the Unified Public Security System (Susp), created in 2018, and strengthen the National Public Safety and Penitentiary Policy Fund. According to the government, these structures, although already in existence, have not been functioning efficiently, which justifies the need for changes.
Next Steps for the PF Exam
The demand for a new PF exam is longstanding, and with Minister Lewandowski’s pressure, the issue gains traction within the federal government. It remains to be seen whether the head of the Management and Innovation department, Esther Dweck, will respond to the
