New INSS Contest Will Be Announced Soon With Thousands of Openings for the Position of Expert. Social Security Budget Proposal for 2024 Is Approved Aiming to Fill 9,229 Openings.
The new public contest for the National Institute of Social Security (INSS) for the position of expert is getting closer to happening. On Friday (4), another step was taken with the publication of resolution 1,354 from the National Social Security Council in the Official Gazette of the Union (DOU). The resolution was signed by the Minister of Social Security, Carlos Lupi, who approves the budget proposal for Social Security in 2024.
The Plenary of the National Social Security Council, in its 5th Extraordinary Meeting held on August 3, approved the Budget Proposal, including a new INSS contest that sums up to 9,229 openings for 2024.
According to the document, which will be sent to the Federal Budget Secretariat of the Ministry of Planning and Budget, the Plenary recognizes the need to carry out a new public contest and, therefore, hire:

“7,655 staff from the Social Security career INSS and 1,574 staff from the Federal Medical Expert career, to ensure improved service from social security and the implementation of public policies,” part of the document published in the Official Gazette of the Union on Friday, the 4th, states.
What Are the Requirements to Participate in the INSS Contest?
The document indicates the need for a public contest to fill 1,576 openings for the position, in addition to 7,655 for staff. The quantity is slightly lower than initially suggested, which was 1,700.
The INSS contest is also included in the Federal Government’s Multiannual Plan. For the contest, the document estimates a supplement of R$ 652 million, in addition to the amount of R$ 1.788 billion planned for the National Institute of Social Security (INSS), and R$ 45 million, in addition to the amount of R$ 150.5 million planned for the Ministry of Social Security, focusing on ensuring regular operational functioning and effective service provision by social security.

- higher education: social security analyst (1,836 openings, with initial salaries of R$9,767.36).
Those who wish to apply for the position of expert at INSS must have a higher education degree in medicine, as well as registration with the relevant council.
The starting salary for those approved in the public contest varies according to the working hours. For 20 hours a week, the remuneration will be R$ 7,585.49; for 30 hours, the salary is R$ 11,377.24; and for 40 hours, it is R$ 15,169.69. According to information from the National Federation of Trade Unions of Workers in Health, Social Security, Labor, and Social Assistance (Fenasps), the institute has a shortfall of approximately 23,000 staff.
Details of the Last INSS Public Contest
The last public contest for experts took place in 2011, when 1,875 openings were announced, 1,500 for technicians and 275 for experts.
The organizing bank at the time was the Carlos Chagas Foundation (FCC). For the expert position, the selection process consisted of objective tests and title analysis. The objective part included 80 questions, distributed as 50 questions on specific knowledge and 30 on general knowledge.
In general knowledge, topics included subjects such as Portuguese language, constitutional law, ethics in public service, and administrative law. In specific knowledge, topics included general medicine, occupational medicine, legislation regarding the SUS, labor legislation, social security legislation, and social assistance legislation.
Those who are approved in the INSS contest will be responsible for performing medical-expert activities, inspecting work environments, issuing conclusive statements regarding labor capacity, characterizing disability for social security and assistance benefits, inspecting work environments, and executing other activities defined by regulation.

As per Decree No. 99,350, INSS emerged from the merger of two other institutes, namely the Institute of Financial Administration of Social Security and Assistance (IAPAS) and the National Institute of Social Security (INPS).
