Confirming the intention stated last week by the Special Secretary of Social Security and Labor of the Ministry of Economy, Rogério Marinho, that the federal government will review all Regulatory Standards (NR’s) for occupational health and safety in the country, President Jair Bolsonaro confirmed yesterday morning (05/13) that the measure aims to create a favorable environment for foreign investment.
Through his official Twitter account, President Bolsonaro confirmed that the idea is to reduce the existing NR’s by 90% to increase productivity and stated, “The federal government modernizes health standards, simplifying, reducing bureaucracy, and speeding up the process of using machinery, serving the population, and generating jobs.”

NR-12
The government’s idea is to initially review NR-12, which regulates machinery for sectors ranging from bakeries to steel furnaces; the government aims to deliver the new standard in June.
According to Secretary Rogério Marinho, the country currently has almost five thousand documents, ordinances, normative instructions, and very old decrees (some date back to 1940), which are still consulted by health and safety inspectors and need to be updated and modernized.
The lack of standardization among documents was also mentioned by Marinho, who emphasized that this situation causes distortions among the states regarding inspections.
Aligned with President Bolsonaro, the secretary further stated that small business owners are subject to inspections under 6,800 rules, and that this situation hampers the productivity of companies and their ability to compete on equal terms with foreign firms.
