The Impact of ICSM, Beyond Taxation on Online Purchases of Imported Products in Some Cases, Makes the Charges Higher Than the Value of the Goods

With the increase in taxation on imported products purchased on e-commerce platforms like Shein and Shopee, the final purchase amounts can double. The customs duty is 60%, but it also applies to shipping and insurance of the transaction. In some states, like Minas Gerais, the total taxation reaches 113% of the product value.

Unfair Competition and Federal Government Measures

The federal government decided to crack down on practices that evade taxation on imports, arguing that international e-commerce platforms like Shein, Shopee, and AliExpress engage in unfair competition with national retailers. This happens because Brazilian companies pay taxes and generate jobs in the country.

Understanding Taxation and Exemptions

Transactions between individuals valued up to US$ 50 are tax-free. For transactions between US$ 50 and R$ 3 thousand, the Simplified Taxation Regime (RTS) applies, which includes a 60% customs duty and the ICMS of the destination state. Purchases over R$ 3 thousand are subject to IPI, Import Tax, PIS, Cofins, and ICMS.

How Customs Duty and ICMS Are Calculated

The 60% customs duty applies to the value of the product, shipping, and insurance. Then, the ICMS rate is applied in the states where it is charged. However, the ICMS is charged “on the inside,” meaning it is included in the taxed amount. This means that, in some cases, the charges can be higher than the value of the goods.

Payment Process and Oversight in Imports

Shipments sent to Brazil pass through international postal centers located in São Paulo, Rio, and Paraná. In these locations, products undergo the customs import process and oversight by the Federal Revenue and agencies like Anvisa, Anatel, and the Federal Police. The payment of tax obligations, such as import tax and ICMS, is determined by the Federal Revenue.

With the new energy matrix and the increase in taxation, it is essential for consumers to be aware of the charges and possible variations in the final purchase amounts on international platforms like Shein and Shopee. Knowledge of taxation and import rules can assist in decision-making and the selection of products and suppliers.
