This Monday (25), Petrobras informed the market of the significant increase in the company's hiring margin. This achievement is close to R$ 1 billion, and was due to the application of the new rules of the State-Owned Companies Law (13.303/2016), which aims to provide for the legal status of public companies, mixed-capital companies and their respective subsidiaries within the Union, States, Federal District and Municipalities.

This is the reality of the scenario after one year of application of the new rules of the Law, a scenario that since then has been facilitating the entry of new companies through different dispute modes, which according to the same, after its change and the favoring for new companies to enter with regard to suppliers, Petrobras has also already accounted for more than 1.500 published bids.

According to the executive manager of Supply of Goods and Services at Petrobras, Cláudio Araújo, the evaluation that is made of this period is very positive. “We noticed that more market access opportunities have opened up, in addition to the entry of suppliers that previously did not participate. Very good companies are appearing, which did not arrive through the previous process”, said Araújo, recalling that letters of invitation are no longer sent to suppliers and that all bids are now published in the Official Diary of the Union.

Claudio Araújo, executive manager, also points out that the number of valid proposals has multiplied, increasing from four to eight in this first year and stated that the hiring process time has reduced by approximately 30%. Which greatly benefits the largest Brazilian state-owned company.

“It is a work that we have been doing in recent years based on the optimization and simplification of processes, as well as the adoption of technological solutions. But the law helps in some aspects, such as the restriction to an appeal phase. Before, there were two moments of appeal”, continued Cláudio.

The executive manager also points out that, according to some sets of actions, Petrobras has worked since 2016 to legitimize the law that took place last year, highlighting the number of hours worked, training and participation in events, in order to capture all opportunities… causing Petrobras to significantly increase the company's hiring margin.
