Mayors of Oil-Producing Municipalities Met Today to Define New Investment Directions in the Campos Basin

In Order to Attract and Enhance Investments in Oil in the Campos Basin, Ompetro Will Present a Proposal to ANP Next Week.

[supsystic-social-sharing id=’1′]With the aim of accelerating investments in the oil industry in the Campos Basin, Ompetro (Oil-Producing Municipalities) will meet to finalize the last details before presenting new plans and technical studies to ANP (National Petroleum Agency) next week.

The definition of this project was just completed today (4) in the city of Campos dos Goytacazes, located in the North of the State. The mayors present at the meeting were from Quissamã (Fátima Pacheco), São João da Barra (Carla Machado), Macaé (Dr. Aluízio) and Campos (Rafael Diniz). Other mayors could not attend but sent their representatives: Carapebus (Ivan Lécio), Casimiro de Abreu (Claudio da Silva Santos), and Niterói (Fábio Sabença).

The main proposal from Ompetro that will be presented to ANP next week is the reduction of royalties and whether this will be able to bring the expected financial return, according to the president of this association, Dr. Aluízio.

“All assessments and guidelines will be based on real numbers and calculations. First, it will be necessary to know what goes in and out of the royalties revenue. The balance is in terms of economic viability, and there will also be an assessment of other alternatives. At this first moment, the priority is to prepare the ground for companies to inject more capital into the producing cities at a lower cost.”

This guideline for reducing royalties is completely constitutional and encompasses Federal Law No. 9,478, from August 1997, which outlines Brazil’s energy policies regarding the monopolization of oil. In this same law, there are rules regarding royalty values that can be flexible in contractual terms.

Next week, Dr. Aluízio will meet with ANP and present the project. “The idea is to seek flexibility and new directions with the revitalization of the Campos Basin. There is still a lot of oil to be produced in mature fields. It is necessary to reduce the costs of extracting this oil to attract investments. We have been producing oil in the region for 40 years, and in the current scenario, we have lost about 30% of jobs, with 35,000 jobs lost in the last four years,” said the mayor and also president of Ompetro.
