The Proposal Advances In Congress By Promising Total Freeness For Drivers Of Categories C, D And E, Reducing Costs That Have Been Burdening Those Who Work On The Road

Have you imagined having the Social Driver’s License to obtain or renew your license in categories C, D and E? This is exactly what the Bill 4825/2025, presented by Deputy Delegate Caveira, proposes.

The measure can directly impact thousands of professional drivers who face increasing costs to keep their documentation up to date.

The project amends Article 320 of the Brazilian Traffic Code to include these categories in the benefit of the Social Driver’s License. As a result, workers who can prove economic hardship will have access to free or subsidized processes for both obtaining and renewing the National Driver’s License.

The initiative seeks to eliminate financial barriers and ensure minimum conditions for professional drivers to continue their activities without compromising their family income.

The Current Limitation Of The Program And The Difficulties Faced By Professionals

The text emphasizes that the current program is largely aimed at drivers of category B, mainly serving low-income individuals seeking their first license.

However, for truck drivers and drivers of larger vehicles, the high costs of exams, fees, and mandatory courses have become an increasing obstacle, affecting their ability to remain in their profession and directly impacting their family livelihoods.

Economic And Social Impacts Of The Proposal

The justification for the project emphasizes that many experienced professionals have faced difficulties in renewing their licenses, which can lead to interruptions in their work and informality.

The proposal argues that the expansion of the benefit represents a necessary measure given the importance of cargo drivers to the country, as they are responsible for over 60% of goods transportation in the national territory.

Strengthening Logistics And Road Safety

By promoting freeness or partial funding of the Driver’s License in categories C, D, and E, the text argues that there will be positive effects on logistics, the maintenance of the production chain, and road safety. This is because drivers will undergo continuous processes of updating and training, reducing risks and strengthening the professionalization of the sector.

The proposal awaits the assignment of a rapporteur in the Commission of Transportation and Communications.
