Mansion known as Dopinho, used as a clandestine repression center between 1964 and 1966, is in the technical phase at Iphan and mobilizes human rights entities in Rio Grande do Sul.
The former Dopinho, a mansion located on Santo Antônio Street, between the Bom Fim and Floresta neighborhoods in Porto Alegre, has entered an important stage for its historical preservation.
The property is in the technical instruction phase for federal heritage listing, according to the National Institute of Historic and Artistic Heritage (Iphan).
The space was used between 1964 and 1966 as a clandestine detention and torture center during the military dictatorship. For this reason, human rights entities advocate for its transformation into a memory center.

Technical process advances with the role of Iphan and MPF
The Superintendency of Iphan in Rio Grande do Sul works in partnership with the Federal Public Ministry (MPF) to proceed with the technical procedures.
The process includes the preparation of the proposed heritage area, the definition of the surrounding area, the georeferencing of the property, and the general preservation guidelines.
The agency is also working to enable a technical inspection inside the mansion. This step is considered essential since the property currently belongs to a private owner.
Mansion carries memory of political repression
Dopinho has gained attention from human rights entities and organizations since 2025, when mobilization for the creation of a space dedicated to memory increased.
The initiative seeks to preserve the history of the site and prevent records related to human rights violations from being erased.
The project “Draw Before They Destroy” recently carried out an action at the property. The proposal was to document the space through art and reinforce its historical importance.
Final decision does not yet have a defined deadline
Iphan reported that there is no deadline yet for the completion of the heritage listing process.
The next phase depends on the completion of technical and legal studies. Subsequently, an opinion will be prepared to support the decision of the Advisory Council of Cultural Heritage.
The council is the highest instance of Iphan for decisions on tangible and intangible cultural heritage.
Historical memory enters the center of the debate
The advancement of the process puts Dopinho at the center of a discussion about preservation, public memory, and historical reparation.
The possible heritage listing could transform a private property, marked by the repression of the military dictatorship, into a reference for the political memory of Rio Grande do Sul.
The decision still depends on formal stages, opinions, and public consultation. Even so, the case already reignites an essential question: how to preserve spaces that help the country remember periods that cannot be forgotten?
