The world went on alert this Tuesday (19) when Russian President Vladimir Putin signed a decree that drastically altered the rules of nuclear weapons use by the country.

With changes that could transform the foundations of global security, the decision generated heated discussions among experts and governments.

According to the Kremlin, the changes come as a direct response to rising tensions with the West, especially after the United States allowed Ukraine to use long-range missiles in attacks against Russian territory.

For many analysts, this can be understood as a hardening of the Russian stance amid a conflict that has been ongoing since 2022.

What Changes With The New Decree?

The decree signed by Putin modifies the Russian doctrine formalized in 2020, known as “The Fundamentals of State Policy in the Field of Nuclear Deterrence”.

Previously, the use of nuclear weapons was allowed only in extreme situations, such as in response to a nuclear attack or when the existence of the State was at risk.

Now, the new document significantly expands the possibilities. Any conventional attack that critically threatens the sovereignty or territorial integrity of Russia or Belarus – a close ally – may justify a nuclear response.

Moreover, attacks with support from a nuclear power from a non-nuclear country will also be seen as a joint action, which, according to experts, increases the maneuvering room for Moscow to consider the use of its arsenal.

Another point of emphasis is that attacks with cruise missiles, drones, or planes that cross Russian borders can now be classified as triggers for nuclear retaliation.

These changes demonstrate a significant expansion in the scope of situations in which nuclear weapons could be employed.

Why Now?

According to Dmitri Peskov, Kremlin spokesman, Putin’s decision reflects the need to adapt to the current security conditions, which have been exacerbated by “direct threats” from the West. He specifically pointed to the actions of the U.S. as catalysts for this new stance.

Russia, which holds the world’s largest nuclear arsenal, seems to be reaffirming its position as a military superpower.

According to the portal G1, the changes make it clear that Moscow is willing to harden its rhetoric against countries it considers a direct threat.

This includes both nuclear powers like the United States and European allied countries like France and the United Kingdom, which also possess nuclear arsenals.

The Global Impacts Of The New Doctrine

The international community observes with concern the changes in Russian nuclear policy.

Analysts fear that the expansion of justifications for the use of nuclear weapons could escalate the conflict in Ukraine, as the Kremlin will now have more flexibility to consider attacks in response to actions that would previously be seen as conventional.

Moreover, the measure reinforces the possibility of indirect involvement of other nuclear powers, such as the U.S. and the U.K., in a potential exchange of attacks.

This makes the scenario more unpredictable and increases the risks of global escalation.

Geopolitical experts also point to the risk that other countries may follow Russia’s example and modify their nuclear doctrines, increasing the possibilities for conflicts in different regions of the world.

A New Chapter In The Arms Race

The changes in Putin’s decree have reignited debates about the global arms race. Russia, in addition to having the largest stockpile of nuclear warheads, has been investing in advanced technologies such as hypersonic missiles and attack drones.

At the same time, the United States and other Western countries continue to strengthen their defensive capabilities.

The recent approval of arms shipments to Ukraine by Washington represents one of the central points of this confrontation, which has been taking increasingly dangerous forms.

How The West Should React?

Although the West has already reacted critically, the new Russian posture puts the United States and its allies in a delicate position.

Any misstep could be interpreted as a sign of aggression. At the same time, a soft response could be seen as a sign of weakness.

Analysts emphasize that diplomacy will be crucial to avoid a disastrous escalation. However, dialogue between Moscow and Washington is becoming increasingly limited, especially with the developments in the conflict in Ukraine.

The Shadow Of The Nuclear Threat

The changes promoted by Putin represent more than a technical update. They place the world before a new reality, where the line between conventional war and nuclear war is increasingly blurred.

What remains to be seen is how far this aggressive posture will be put into practice. The international scene is at a dangerous crossroads, where strategic decisions from both sides could define the future of global security.
