Registrations Open Soon for the INCRA Public Competition: Unified Selection Process by the Government Offers Hundreds of Positions in Various Roles.
A new public competition from the National Institute of Colonization and Agrarian Reform (INCRA) has been authorized and will feature a unified announcement by the Government. A total of 742 permanent positions are being made available through the Unified National Competition (CNU), a new exam model that follows the logic of the Enem.
More Than 10 Years Without a New Announcement for the INCRA Competition
The news about the authorization was announced by the Minister of Management and Innovation in Public Services, Esther Dweck, during a press conference on June 16 of this year. Furthermore, other government bodies had selections authorized at that time, totaling 4,400 positions. It has been more than ten years since a new announcement for the INCRA competition.
In 2020, the agency communicated that studies were being conducted, primarily to address the demands for positions requiring higher education. The authorization given in 2023 is indeed in line with what was found in those studies.

The institute’s advisory board reported that the organizing committee has already been established through Personnel Ordinance No. 420, published in the Official Federal Gazette on June 30, 2023. According to the document, the team will be responsible for planning, coordinating, and supervising, within the institute, the necessary measures for hiring and executing the necessary services for providing permanent positions in the personnel framework.
The choice of the organizing bank, on the other hand, will be the responsibility of the Ministry of Management and Innovation in Public Services (MGI). The 742 positions allocated for the INCRA competition will fulfill the following higher education positions:
- Agronomic Engineer (159 positions);
- Administrative Analyst (137 positions);
- Analyst in Reform and Development (446 positions).
Vacant Positions in the INCRA Public Competition
It is noteworthy that the last public competition of the institute was conducted by the company Cetro, held back in 2010. The total of 742 positions is, of course, far below what was expected for the INCRA competition since the last request.
To give an idea, in 2020, data collected by the SindPFA indicated that there were 7,435 approved permanent positions in law for INCRA. Of this total, 3,892 were open. The institute’s advisory board reported that currently, there are 859 vacancies only in the three positions approved in the new INCRA Competition.
Additionally, the agency highlighted the number of active servers in the careers: Analyst in Agrarian Reform and Development 579, Administrative Analyst 251, and Agronomic Engineer 615. The institute’s advisory board also informed about the starting salaries for the careers. All employees hired through the INCRA competition will receive a food allowance of R$ 658:
- Agronomic Engineer salary is R$ 8,078.64;
- Salary for Analyst in Agrarian Reform and Development is R$ 5,897.07;
- Administrative Analyst: R$ 5,897.07.
Stages of the INCRA Public Competition
The Unified National Competition will include stages such as Objective Tests based on General Knowledge (Common to all) and Specific Knowledge (Depending on the Chosen Thematic Block), Discursive Tests, and Title Tests with solely classificatory purposes.
The Thematic Block corresponding to the INCRA vacancies is “III – Agriculture, Environment, and Agrarian Development,” specifically on the third item. It will be applicable to all positions in the institute. More details about the syllabus will be described in the opening announcement of the CNU.
The Northern Region will have 39 municipalities covered, the Northeastern Region will have 50 municipalities, the Central-West Region will have 18, the Southeastern Region will have 49, and the Southern Region will have 23.
