Investigation by the Military Police of Rondônia investigates possible irregularities in the use of medical leave and reveals cases that include work in other professions, full-time studies, and activities carried out even outside Brazil
The General Internal Affairs Office of the Military Police of Rondônia (PMRO) is investigating 10 military police officers suspected of irregularly using the Health Treatment Leave (LTS), a benefit granted to officers who need to temporarily step away from their duties to take care of their health. According to information released by the portal G1, the investigations indicate that some of those investigated may have engaged in professional, academic, and even business activities during the period they claimed to be incapacitated for police service.
The case is part of the so-called Operation Legal Leave, conducted by the PMRO Internal Affairs with the support of partner agencies and institutions from other states. The investigations aim to verify whether there was fraud in the use of medical leave, a situation that could result in criminal, administrative, and disciplinary accountability for those involved.
The information gained attention after the details of the investigation were released, revealing situations considered incompatible with the medical restrictions claimed by the officers during their leave.

Operation identified officers working in different professions during leave
According to the Internal Affairs, the evidence gathered so far suggests that some officers may have used the leave period to perform professional activities that require full physical and mental capacity.
Among the cases investigated are officers who allegedly worked as dentists, doctors, and app drivers while still receiving their regular salaries from the corporation for being on health treatment leave.
The investigations also identified situations involving activities carried out in other Brazilian states and even abroad. According to the investigators, these cases raised doubts about the actual health condition of the military personnel during the period they were on leave.
One of the episodes analyzed involves an officer who, according to the investigation, was residing and working in another state of the federation while officially on leave from the Military Police of Rondônia.
Another military officer was identified participating in a physical test for entry into another public security force. The situation caught the investigators’ attention because, at the same time, the officer claimed incapacity to perform his duties in the Rondonian corporation.
Medical student abroad and app driver are among the cases investigated
The investigations also point to even more complex situations. According to the Internal Affairs, one of the suspended officers would be studying medicine full-time, including internship activities, in a country neighboring Brazil.
According to the investigators, the dedication required by a full-time medical course raises questions about the compatibility between the health condition presented and the academic routine supposedly developed by the military officer during the leave.
Another case involves an officer who allegedly worked simultaneously in a family business and as an app driver. According to the investigation, he claimed he was unable to perform administrative activities in the Military Police, but, at the same time, would perform other professional functions.
Furthermore, the investigations continue analyzing financial movements, travel records, and other information that may confirm or dismiss the suspicions raised by Operation Legal Leave.
Officers have the right to defense and may face disciplinary proceedings
The Internal Affairs emphasizes that all investigated officers have the right to contradict and full defense throughout the proceedings.
Currently, the suspects are responding to Military Police Inquiries (IPMs), instruments used to investigate possible infractions committed by members of the Auxiliary Forces.
If irregularities are proven at the end of the investigations, the military officers may be charged with crimes such as fraud, ideological falsehood, and use of false documents, depending on the specific circumstances of each case.
In addition to the 10 inquiries currently underway, the Internal Affairs reported that it has already established five Disciplinary Councils and one Justification Council. These procedures are of great importance within the military structure and can result in severe sanctions, including the exclusion of the officer from the corporation’s ranks.
Internal Affairs states that the objective is not to restrict legitimate medical leaves
The Military Police of Rondônia emphasizes that Operation Legal Leave does not aim to prevent or hinder officers’ access to the right to leave for health treatment.
According to the institution, the Health Treatment Leave is a fundamental instrument to ensure that the military can adequately recover from illnesses, injuries, or other medical conditions that temporarily prevent the exercise of their duties.
During this period, the officer continues to receive normal remuneration, precisely so they can focus on recovery without financial losses.
On the other hand, the corporation emphasizes that the benefit should be used exclusively for the purposes provided by law. When there is suspicion of misuse, the public administration has the obligation to investigate the facts to protect public resources, preserve institutional credibility, and avoid overburdening the remaining officers who continue to be active.
In this context, the Legal Leave Operation seeks to verify if there was any deviation in the purpose of the granted medical leaves. The results of the investigations may determine not only the functional status of those involved but also serve as a reference for future internal control actions within Brazilian military corporations.
In light of the ongoing investigations, do you believe that the current mechanisms for monitoring medical leaves in the security forces are sufficient to prevent possible irregularities?
