ANP Initiates Preliminary Public Consultation on Methane Emissions in the Oil and Natural Gas Sector. The Study Will Last for 45 Days and Involves Environmental Sustainability, Future Regulation, and Mitigation Strategies
Methane emissions are increasingly at the center of discussions about sustainability, energy, and the environment.
This gas, which arises from different processes related to oil and natural gas production, has gained prominence due to its direct relation to the energy transition and the reduction of environmental impacts.
In light of this scenario, the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) has decided to take an important step: open a preliminary public consultation on the topic. The proposal is simple, yet very strategic.

The study prepared by the ANP sought to gather technical and institutional information that can serve as the basis for developing a balanced norm.
In other words, the intent is that the new rules are not only effective from an environmental standpoint but also viable for companies and stakeholders in the sector.
Moreover, this survey also aims to ensure that all parties involved have access to the same level of information. This way, it prevents some from being at a disadvantage due to a lack of clarity or transparency on the subject.
The consultation period will last for 45 days, and contributions will be made through an electronic form. This form will be available on the official ANP website after publication in the Federal Official Gazette.
This digital channel allows anyone interested to participate, making the process more inclusive and accessible.
Strategic Topics on Methane Emissions Under Discussion
The ANP study that will serve as the basis for regulation is not limited to general aspects. It is structured around nine strategic themes that help to understand the complexity of methane emissions.
These points are directly linked to the operation of the oil and natural gas industry and show how multifaceted the issue is.
Among the themes are the scope and breadth of the future norm, defining where and how the rules should be applied.
Another important point is the types of regulatory approaches possible, as there are different ways to define criteria and responsibilities.
Also under discussion are the strategies for mitigating emissions, that is, the practical ways to reduce methane release during exploration and production activities.
Other topics included in the consultation are leak detection and repair, essential for preventing losses and risks; measurement, monitoring, reporting, and verification systems; control of flaring and venting; and criteria for development plans.
Additionally, the management of abandoned wells is included, which can become sources of emissions if not well controlled, as well as the application of penalties for non-compliance with regulations.
Each of these points represents an essential aspect of future regulation and reinforces that the proposal is not limited to a single problem but encompasses the entire chain related to methane emissions.
ANP’s Regulatory Agenda and Environmental Sustainability
The initiative to regulate methane emissions did not arise in isolation. It is part of ANP’s Regulatory Agenda 2025-2026, which defines the priorities and strategic themes to be worked on during this period.
The goal is clear: to contribute to promoting decarbonization in oil and natural gas exploration and production activities.
This movement is also aligned with Resolution No. 8/2024 of the National Energy Policy Council (CNPE). The document sets guidelines to guide the Brazilian energy sector toward more sustainable practices.
By including the topic in the regulatory agenda, the ANP makes it clear that it is a national priority, with well-defined deadlines and goals.
According to the schedule, after the preliminary consultation stage, a Regulatory Impact Analysis (RIA) and a draft resolution will be prepared.
These documents will go through new stages of consultation and public hearings, expected to occur by May 2026. The final regulation publication is scheduled for December 2026.
With this, the oil and natural gas sector in Brazil will have clear and detailed rules to deal with methane emissions, which can impact not only the industry but also the international perception of the country’s environmental practices.
