Initiative Aims to Reduce Wait Times and Expand Access to Specialized Care
President Luiz Inácio Lula da Silva signed, this Friday (May 30, 2025), a provisional measure that relaunches the specialized care program in the Unified Health System (SUS). Renamed as “Now There Are Specialists”, the program aims to reduce the wait for consultations and specialized procedures, integrating the private network with the public health system.
Partnership with the Private Network to Expand Care
The new measure allows private hospitals and clinics to serve SUS patients, receiving in return the ability to offset debts with the federal government. The provisional measure provides for two contracting modalities: by fixed service rates in SUS and by debt exchange, with a cap of R$2 billion per year for the latter. The initiative prioritizes care in oncology, gynecology, cardiology, orthopedics, ophthalmology, and otorhinolaryngology, which are considered critical due to repressed demand.
History and Reformulation of the Program
The original program, “More Access to Specialists”, launched in 2024, did not achieve the expected results, being one of the reasons for the replacement of then Minister of Health, Nísia Trindade, by Alexandre Padilha in March 2025. With the reformulation, the government hopes to improve the efficiency and coverage of specialized care in SUS.

Investments and Established Goals
In summary, the program provides for the use of equipped trailers. Thus, it will be possible to hold health campaigns and surgeries in underserved areas. Accordingly, the provisional measure creates 319 new permanent positions at the National Health Surveillance Agency (Anvisa) to strengthen the control and evaluation of the new equipment in the network.
Complementary Strategies to Expand Access
Additionally, there will be grants for newly graduated doctors or those with a specialization title, encouraging their participation in the program. With such initiatives, the government aims to reduce wait times and, consequently, expand the population’s access to quality health care.
