The island also carries a significant military past: during the regime of Enver Hoxha in Albania, the territory functioned as a military base with access prohibited to civilians, with bunkers, underground tunnels, and anti-atomic installations built by the Albanian army, structures that still help explain why the Sazan project draws attention by attempting to transform a former strategic point into a luxury tourism destination.
