More and more Brazilians have been turning to Paraguay to buy motorcycles at prices up to 50% lower than in Brazil, attracted by the opportunity to save a considerable amount.

The neighboring country has been known for decades as a destination for those seeking electronics and imported products at affordable prices, but motorcycles have recently drawn attention.

However, despite the temptation of lower prices, it is essential to understand the legal rules for bringing a motorcycle purchased in Paraguay to Brazil without facing problems.

Why Are Motorcycles So Much Cheaper in Paraguay?

According to a survey conducted in April 2025 by Correio do Estado on specialized websites, the average price of new motorcycles in Paraguay can be as low as half the amount charged in Brazil, depending on the model and engine size.

In Paraguay, basic motorcycles with engine sizes between 100 and 125 cc cost between R$ 3,000 and R$ 5,000, while in Brazil the average value exceeds R$ 8,000.

Intermediate models, ranging from 150 to 170 cc, are priced between R$ 7,000 and R$ 10,200 in Paraguay, compared to values above R$ 12,000 here.

This significant difference is mainly due to the lower tax burden and a simpler tax system in Paraguay, unlike Brazil, which applies high taxes and fees on vehicles.

Brazilians seek motorcycles up to 50% cheaper in Paraguay, but face legal and bureaucratic risks that can complicate the expected savings.

Is It Allowed to Ride Motorcycles with Paraguayan Plates in Brazil?

The direct answer is no, except in very specific situations provided for in the legislation.

According to Brazilian rules, vehicles with foreign plates can only circulate in national territory for tourism purposes, provided the owner has a permanent residence in the country of origin of the plate — in this case, Paraguay.

In other words, a Brazilian who buys a motorcycle in Paraguay and brings it to Brazil cannot legally ride it without going through the formal importation and registration process.

Those who ride a foreign motorcycle without proper regularization can be classified as committing smuggling, which leads to vehicle seizure, fines, and even criminal charges.

Moreover, there is tax evasion related to Import Tax, IPI, ICMS, and IPVA, which exacerbates the legal situation of the owner.

Advantages of Buying a Motorcycle in Paraguay

The main motivation for this purchase is the significantly lower price, which represents savings that can reach half of the amount charged in Brazil.

Additionally, Paraguay offers a variety of models and brands that are not always officially available in the Brazilian market.

For those living in border regions, proximity makes access easier and the purchase more convenient.

Some consumers also see as an advantage the fact that some models are imported directly, which, in Brazil, would raise the price even more due to taxes and fees.

Disadvantages and Risks Involved in the Purchase

Despite the attractive price, the process of buying and importing motorcycles from Paraguay to Brazil involves various challenges.

Importation of used vehicles, including motorcycles, is prohibited in Brazil, except for vehicles older than 30 years, which fall into the category of collector cars.

Thus, most motorcycles sold in Paraguay and brought to Brazil without following legal rules cannot be regularized.

In addition to additional costs with import taxes, IPI, ICMS, PIS/Cofins, and legalization fees, the buyer also faces bureaucracies that can make the process long and costly.

Another important point is that motorcycles purchased in Paraguay generally do not come with warranty or technical assistance in Brazil, which can hinder maintenance and access to spare parts, especially for imported models that are not common in the national market.

Furthermore, there is a risk of acquiring motorcycles with irregular documentation, used, or even stolen, as Paraguayan legislation is less strict and less enforced.

What Does Brazilian Legislation Say About the Importation of Motorcycles?

Brazilian legislation is clear in prohibiting the importation of used vehicles, with some specific exceptions.

Brand new vehicles can be imported, but must go through a rigorous process of homologation and regularization to circulate in Brazil.

This process includes inspection and homologation by the National Institute of Metrology, Quality and Technology (Inmetro), as well as the payment of taxes on the vehicle’s value, freight, insurance, and other customs costs.

To legalize the vehicle, it is necessary to present documentation that proves the origin and legality of the purchase.

Buying from reliable stores with guaranteed provenance is essential to avoid legal problems and risks of seizure.

Additionally, circulating with Paraguayan plated motorcycles without meeting requirements can lead to accusations of smuggling, with serious legal consequences.
