Emergency Origin: The Launch of Caixa Tem Amid the Pandemic

Caixa Tem was publicly launched around April 9 or 10, 2020, just seven days after the enactment of the Emergency Aid law. Its initial purpose was clear: to serve as a platform for the deposit and management of payments of this benefit, focusing on unbanked citizens.

Caixa automatically created free Digital Social Savings accounts for the eligible, accessible solely through the app. The expedited launch, in direct response to the health crisis, was crucial but also contributed to initial technical challenges.
Caixa Tem and COVID-19: Leading Role in Distributing Aid
Between 2020 and 2021, Caixa Tem was the central tool for distributing financial assistance. By August 2020, it had already conducted 215.6 million payments of Emergency Aid, reaching 65.9 million Brazilians, including 40 million “invisible” unbanked individuals.
In addition to Emergency Aid, Caixa Tem facilitated the Emergency FGTS Withdrawal and the Emergency Benefit (BEm). By early 2022, over 112 million accounts had been created, with R$ 401 billion injected into the economy through the app.
Growing Pains: Instability and Security at the Peak of Caixa Tem
The rapid implementation and massive use of Caixa Tem generated problems. Instability, slowness, and server overload were common, resulting in virtual and physical wait lines at Caixa branches. Many users, especially those with low digital literacy, faced access difficulties.
Security was also a challenge, with fraudsters diverting Emergency Aid payments. One notorious scheme reportedly diverted R$ 2 billion. Caixa worked to improve performance and security, cooperating with authorities.
Beyond the Crisis: The Consolidation of Caixa Tem as a Digital Social Bank
After the critical phase of the pandemic, Caixa Tem evolved. It became the main channel for permanent social benefits such as Bolsa Família, Gas Aid, Salary Bonus (PIS/PASEP), and Unemployment Insurance.
The app incorporated banking features such as PIX, bill payments, cellphone top-ups, virtual debit cards, and cash withdrawals without a card. There was also a microcredit initiative (SIM Digital) in 2022, later suspended in 2023. Improvements to the interface sought to optimize the user experience.
