Government Launches Gas for All in Belo Horizonte with Promises to Expand Beneficiaries, Automate Cylinder Pickup via Caixa App, and Ensure Direct Payment to Resellers, Replacing the Current Gas Aid.
The federal government will launch on Thursday (04) the Gas for All, a program that will replace the Gas Aid and increase the number of beneficiaries.
The initiative provides for credit proportional to the size of the family, pickup of the cylinder at accredited points, and direct payment to resellers through a Caixa app.
The goal is to reach 16.6 million families, up from the 5.4 million currently served.

Launch in BH and Political Message
The ceremony will take place at the Aglomerado da Serra, the largest set of slums in Belo Horizonte (MG), with the presence of President Luiz Inácio Lula da Silva and Minister of Mining and Energy, Alexandre Silveira.
The choice of Minas Gerais, the electoral home of the minister, carries political weight and occurs amidst the preparations for 2026, when he is expected to run for the Senate.
The event was initially scheduled for August 5 in Brasília but was postponed and moved to the state capital.
What Changes Regarding the Gas Aid
The new design breaks with the current logic, where all beneficiaries receive a reference amount equivalent to a 13 kg cylinder every two months, without considering the number of residents.
In Gas for All, the benefit will be proportional to the size of the household and linked to the purchase of the cylinder.
Thus, the credit cannot be used for other expenses, and the pickup must occur at accredited establishments.
Even though the frequency remains bimonthly, the model aims to correct distortions observed in the previous format, where some families received only half the price of the cylinder and struggled to complete the payment.
By eliminating the cash transfer to the beneficiary and centralizing the payment to the merchant, the government claims to reduce intermediation costs and increase the effectiveness of spending.

How Pickup and Payment Will Work
In practice, the beneficiary must go, every two months, to a GLP reseller that has joined the program and present CadÚnico data for validation.
The operation will be registered by the Caixa app, which will confirm delivery and trigger direct payment to the reseller.
The family can track through the app the release of a new cylinder, the pickup location, and the status of the benefit.
The credit will be based on the family composition and will follow rules that will be detailed in a provisional measure.
According to the draft proposal, there will be a price cap by region, calculated from the average market prices, to determine how much the government will pay for the cylinder.
The goal is to provide predictability to the cost and avoid transfers above the reference value.
Role of ANP and Reseller Accreditation
The National Agency of Petroleum, Natural Gas and Biofuels (ANP) will be responsible for accrediting the interested resellers and for defining price parameters, considering regional differences.
Participation will be voluntary, and the idea is to build a vast network of pickup points to cover municipalities of all sizes.
Behind the scenes, government technicians are arguing that this reach is essential to reach the most remote areas and reduce family travel.
Meanwhile, Caixa will develop the technological flows of the app, which will centralize the control of operations, delivery records, and financial settlement.
The integration between the beneficiary base, accredited network, and payments is seen as a key factor to avoid fraud and monitor resource use.
Scale of the Audience and Social Impact
With 16.6 million families expected, Gas for All aims to triple the reach of the current benefit.
The focus is on households in vulnerability, already registered in CadÚnico, and seeks to guarantee regular access to cooking gas.
By linking the credit to actual consumption of the cylinder, the government evaluates that it increases food security and decreases the use of inadequate alternatives for food preparation.
Still, there will be operational challenges.
Regions where the number of resellers is limited will require logistical mapping and partnerships to ensure pickup.
For families without a smartphone or with limited connectivity, the service design will need to anticipate alternative validation or in-person support, avoiding exclusions.
Provisional Measure and Complementary Announcements
The reconfiguration of the benefit will be formalized by a provisional measure, an instrument that allows for immediate effectiveness after publication and subsequent Congressional analysis.
In the same launch act, the government is expected to present news about the federal gas auction and biomethane initiatives aimed at decarbonization.
The strategy aims to align social policy and energy transition, connecting the expansion of access to LP gas with goals for emission reductions.
Why Minas and Why Now
The holding of the event in Belo Horizonte reinforces the political symbolism of the announcement and speaks to the electoral importance of Minas.
In addition to the regional message, the timing seeks to respond to a socioeconomic demand that has worsened with the gas inflation in recent years.
At the same time, the presence of Minister Alexandre Silveira on stage has electoral implications, since the head of Mining and Energy is one of the names from PSD under discussion for 2026.
What Beneficiaries Need to Know
Those already registered in CadÚnico and meeting the criteria should check in the Caixa app if the credit has been released and the closest pickup point available.
Every two months, it will be possible to withdraw the cylinder without payment at the time, as long as the household is regular in the register.
In the case of changes in family composition, updating the data will be crucial to maintain the proportionality of the benefit.
Although the transition between the models is expected to be immediate after the publication of the provisional measure, details such as accreditation schedule, exception handling, and rules for larger households will be known with the regulations and complementary acts.
The government asserts that, with direct payment to the reseller and digital control, the program will gain scale with more efficiency and transparency.
