The high failure rate in the practical tests for the National Driver’s License (DL) has sparked debates about the quality of education offered by driving schools in Brazil.
Among the main complaints from students are the lack of patience from some instructors, ineffective teaching methods, and even the poor condition of the vehicles used during lessons.
To try to reverse this scenario and ensure more transparency in the driver’s training process, the State Department of Traffic of Mato Grosso do Sul (Detran-MS) launched a new system: an evaluation of instructors made by the students themselves.

In 2024, more than 114 thousand candidates took the practical exam to obtain their first license, with 37,860 for Category A (motorcycles) and 76,199 for Category B (automobiles).
However, the numbers show that approval is still far from ideal.
Only 61.7% of candidates were considered fit in Category A, while in Category B the rate dropped to 49.6%, which represents a total of 54,416 failures.
How Does The Evaluation Of Instructors Work?
With the new evaluation system implemented by Detran-MS, students will be able to rate and report their experiences with vehicle practice instructors.
The goal is to identify professionals who perform below expectations and promote improvements in teaching.
The evaluation forms will be available at the end of the practical course and will allow students to assess various aspects, such as:
- Instructor’s patience and teaching style;
- Condition of the vehicle used during lessons;
- Punctuality and commitment of the professional;
- Ability to adapt to the student’s learning pace.
According to Detran-MS, the information collected will be used to monitor the quality of the service provided by driving schools and could even influence future inspections and corrective measures.

The high failure rate in the practical exam has several consequences.
Many candidates experience frustration and demotivation, in addition to the financial impact, as each new attempt requires payment of additional fees.
