Digitalization Implemented by Seplag-MG and CET-MG in September 2025 Replaces Physical Submission of Reports, Streamlines Over 600 CNH PcD Processes, and Reduces Bureaucracies in State Service
The Government of Minas implemented digital submission of documents to the Special Medical Board in September 2025, allowing accredited clinics to process over 600 CNH PcD applications through the ProBPMS platform, which is significant because it reduces bureaucracies and speeds up assessments.
Immediate Results of Digitalization
The replacement of the old paper model eliminated the need for printed forms and physical reports, allowing clinics to submit all candidate documentation directly through the platform. This flow ensures rapid evaluation and reduces risks of loss that previously affected the progress of applications, causing frequent delays in serving PcD individuals.
The change brought improvements to the service provided to those seeking their first license or renewing their CNH after identifying a physical limitation, as the process became centralized in the digital system. According to the Superintendent of Licensing at CET-MG, Christian Lazzarotti, the new format offers greater efficiency and increased comfort to candidates, in addition to enhancing accessibility.

Heir worked at thirteen in an ice cream factory without revealing he was the owner’s son; today, at twenty-five, he leads the best-selling ice cream brand for home consumption in the Northeast, grosses almost R$ 300 million, has 145 stores, and competes with multinationals with regional flavors.
Lazzarotti states that digitalization reduces paper use and reorganizes document storage, facilitating internal inquiries and allowing a more transparent tracking of each step. She emphasizes that the digital format optimizes the work of the Special Medical Board, which now receives reports with greater standardization, avoiding simple issues that occurred during the transit of physical envelopes.
How It Worked and What Changed
Before the system was implemented, citizens had to personally transport a sealed envelope, provided by the accredited clinic, to the Special Medical Board in Belo Horizonte, regardless of the region where they lived. With digitalization, submission via the ProBPMS platform eliminates travel and concentrates the flow in a single environment, with direct access for evaluators.
Steps Maintained in the Licensing Process
The PcD licensing process follows the same steps as other candidates, as informed by CET-MG. The step-by-step guide remains available in the Licensing tab of the official website, where candidates can consult required exams, deadlines, and guidelines. Practical classes and theoretical and driving evaluations continue to be in-person, maintaining the nationally adopted standard.
The medical and psychological assessments are still performed in clinics in the candidate’s residence area, who receives the CNH at the address provided after the completion and approval of all stages of the application. In specific situations, by decision of the medical examiner or at the citizen’s request, assessment by the medical board may be necessary, ensuring appropriate analysis of the candidate’s conditions.
Supplementary Information
Digitalization has established a standardized flow that tends to reduce internal rework and facilitate future inquiries. The model reinforces the modernization of transit services in Minas, aligned with management practices implemented by Seplag-MG and CET-MG.
