According to the New York Times, the plans for the so-called Starbase, as Musk wants to name it, are becoming increasingly real.
Located in Boca Chica, a coastal area in southern Texas, this private community currently houses around 500 people, including SpaceX employees and their families.
Now, with a petition submitted to Cameron County, the billionaire is seeking to transform the area into an official city, complete with a mayor, managers, and its own public services.
Musk’s Dream: An Exclusive City
The idea of creating a corporate-owned city is not entirely new, but Musk’s case is somewhat peculiar.
In Boca Chica, much of the housing already belongs to SpaceX, and many residents live in temporary accommodations, such as trailers.
If the incorporation is approved, Starbase will have administrative obligations, such as road maintenance and possibly the establishment of its own police department.
According to the petition submitted, Gunnar Milburn, Security Manager at SpaceX, is the name being considered to be the first mayor of the city.
A letter signed by Kathryn Lueders, the company’s manager for Starbase, highlighted that the remote location requires basic civil functions that are currently provided by the company.
“Incorporation would bring a more appropriate management for the area,” Lueders stated.
Controversies and Legal Challenges
Musk’s project is not without opposition. Local environmental groups warn about the ecological impacts caused by large-scale rocket launches in the coastal area.
Moreover, some residents complain about restrictions imposed by SpaceX, such as road closures and limitations on beach access.
In an interview with the New York Times, Eddie Treviño Jr., Cameron County Judge, stated that the legal team is reviewing the request to see if it meets legal requirements.
“Initially, I thought they just wanted to change the name of the area for postal delivery purposes, but it seems there is something bigger at play,” the judge declared.
The expectation is that the decision regarding the election will occur sometime in 2025.
Benefits and Immunities
If officially incorporated, Starbase could benefit from state and federal grants, as well as certain immunity in legal proceedings.
The city would also have the autonomy to implement water supply systems and other essential services.
Historically, Texas has few examples of corporate cities. One of them is Todd Mission, created by George Coulam to host the Texas Renaissance Festival.
However, experts point out that Musk’s initiative is unique due to its involvement with a high-tech company of global proportions.
Expectations of the Local Community
The Boca Chica community is in a mix of expectation and apprehension. Cayetana Polanco, the wife of a SpaceX employee, expressed enthusiasm about the possible creation of the city.
“If all goes well, my baby could be the first born in Starbase. It would be epic!”, she stated.
Richard Cardile, Operations Manager at SpaceX, emphasized that the company owns most of the properties in the area.
According to him, the company has detailed records of all residents, which could facilitate the transition to a formal municipality.

With Elon Musk’s influence and the support of his employees, Starbase has a good chance of becoming a reality.
