Scarcity Of Formal Workers Concerns The Construction Industry In The North And Northeast, Where Business Owners Report Refusals To Positions For Fear Of Losing The Bolsa Família. Experts Discuss Flexibility Proposals And Reveal Economic And Social Impacts.

The Lack Of Formal Workers Is Already Pressuring The Construction Industry In The North And Northeast, Where Companies Report Refusals For Positions With Formal Employment Due To Fear Of Losing The Bolsa Família.

Executives From The Sector And Economists Interviewed By The CNN Brasil Channel Last Saturday (13) Point Out That Competition Between Starting Salaries And Social Benefits Makes Adhering To Formal Employment More Difficult And Advocate For Adjustments To The Rules To Stimulate Hiring.

Low Unemployment And Pressure For Hiring

The Country Operates With Historically Low Unemployment Of 5.8% In The Quarter Ending In July. The Balance Of 1.52 Million Jobs Was Registered In The Year Accumulated Until That Month.

Nevertheless, Construction Companies Report Difficulties In Filling Positions. According To Cristiano Gregorius, Executive Director Of Sienge, The Problem Is Structural.

He States That There Is A Mismatch Between What Construction Sites Require — Qualification, Physical Effort, And Intense Routine — And The New Career Expectations Of Those Seeking Employment.

Competition Between Salary And Bolsa Família

Some Experts Read That The Competitiveness Between Initial Salaries And The Value Perceived From The Social Benefit Weighs In The Decision To Accept Or Not A Position.

Daniel Duque, An Associate Researcher At FGV Ibre, Summarizes The Effect On Labor Market Participation: “People Are More Afraid Of Losing Something Than Eager To Gain Something.”

According To Him, The Turnover Typical Of A Volatile Market Fuels Insecurity: The Worker Can Improve Today, But Fears Being Left Unprotected In Two Or Three Years.

Flexibility In Program Rules

In May, The Government Promoted A Flexibility In The Design Of The Bolsa Família.

Families That Exceed The Limit Of R$ 218 Per Person And Maintain An Income Of Up To R$ 706 Can Remain For 12 Months In The Program, Receiving 50% Of The Amount They Would Be Entitled To.

Duque Assesses That The Rapid Loss Of Part Of The Benefit, Even With The Transition Rule, Ignites Insecurity For Those Considering Returning To Formal Employment, Especially In Occupations Subject To Demand Variations.

North And Northeast Concentrate Beneficiaries

The Scenario Is More Evident In The North And Northeast.

A Survey From The Investor Hub, Based On Data From The Ministry Of Social Development And Caged, Indicates That In 12 States In These Regions There Are More Families On Bolsa Família Than Workers With Formal Employment.

Founding Partner Jayme Simão Sees A Correlation With The Increase Of The Benefit To R$ 600 During The Pandemic.

According To Him, The Proportion Of Families Served Increased, And The Ratio Has Never Returned To The Previous Level.

He Cites The Contrast With Santa Catarina, Where, For Every Beneficiary Family, There Would Be 11 CLT Links, While In The North And Northeast The Ratio Is Inverted.

Young People And The Construction Industry

Studies From FGV Ibre Show That, Even In The Reformulated Version Of The Program, There Is A Disincentive To Young Men’s Participation In The Workforce, Especially In The North And Northeast Regions.

This Demographic Is Described As Predominant On Construction Sites.

Duque Notes That “Young Men Represent The Largest Portion Of The Labor Force In The Construction Industry,” Which Helps Explain Why The Sector Tends To Be More Affected Than Others.

Business Owners Advocate For Adjustments

Leaders Of The Construction Industry Make Two Remarks. On One Hand, They Reaffirm The Importance Of The Bolsa Família For Vulnerable Families.

On The Other Hand, They Claim That The Current Design Reduces The Adherence To Formal Employment.

We Are In Favor Of The Bolsa Família, Anyone With A Minimum Of Common Sense Knows That Those In Need Must Have It,” Says André Bahia, A Low-Income Construction Entrepreneur And Institutional Director Of FNNIC.

In His Assessment, The Calibration Of The Program Has Generated “Dysfunctions” And A False Sense Of Full Employment That Is Not, With People “Living Off The Bolsa Família And Stopping Searching For Work,” Which Hits The Construction Sector Harder.

In The Same Vein, Luiz França, President Of Abrainc, Points Out That Informality Has Gained Ground And Pushes Young People Away From The Sector.

He Acknowledges That Flexibility Attracts But Emphasizes That “Formal Work Protects A Class Of Workers When They Stop Working”.

For Companies, The Practical Consequence Is Higher Turnover And Training Costs Without Retention Guarantee.

Proposal For Gradual “Weaning”

With The Reported Difficulty In Hiring And Retaining Workers, Sector Representatives Expressed Support For A Legal Change To Encourage Formalization.

The Deputy Pauderney Avelino (União-AM) Presented A Bill That Creates A “Weaning” Of The Bolsa Família In The Case Of Entry Into Formal Employment.

The Idea Is To Allow The Beneficiary To Maintain The Full Amount In The First Year After Hiring. If There Is A Job Loss, The Return To The Full Benefit Would Be Automatic.

From There, The Assistance Would Be Gradually Reduced, 20 Percentage Points Per Year, Until It Reaches Zero In The Fifth Year.

According To The Parliamentarian, The Measure Seeks To Facilitate The Transition And Protect Income During Adaptation To Formalization.

Precisely Because Of This Labor Shortage, Especially In The Construction Industry, We Presented The Proposal,” He Stated.

Sector Entrepreneurs Assess That A Predictable Reduction Timeline Could Alleviate The Fear Of Abrupt Loss Of The Benefit And Increase Adherence To Formal Employment.

Gains And Risks Under Discussion

For Advocates Of The Proposal, A Longer And More Predictable Transition Rule Would Have The Potential To Increase Participation In The Formal Market Without Weakening Vulnerable Families.

It Could Also Increase Productivity In Labor-Intensive Sectors Such As Construction.

Experts Add That Professional Qualification And Improvement Of Working Conditions On Construction Sites Remain Crucial Factors For Expanding The Attraction And Retention Of Workers, Regardless Of The Benefit Design.

Private Sector Movements

As The Legislative Discussion Advances, Companies Report Their Own Initiatives To Raise Starting Salaries, Offer Training, And Enhance Benefits, Attempting To Rebuild Adherence To Formal Employment.

Managers Are Also Studying Operational Adjustments To Reduce Turnover And Incorporate Technologies That Alleviate Physical Effort, One Of The Factors Cited By Candidates Who Refuse Positions.

The Debate On How To Align Social Protection And Formal Employment Remains Open And Should Stay At The Center Of Discussions Among Government, Business Owners, And Experts.

What Paths Can Make The Labor Market More Attractive Without Reducing The Safety Net Provided By The Bolsa Família?

Querem escravos!
