Santa Catarina is preparing to receive the first escape areas in its state road network, a unprecedented advance in road infrastructure.
The works will take place at critical points on SC-418, in the famous and dangerous Dona Francisca Mountain, located in Joinville, in the North of the state.
The initiative aims to drastically reduce the risks of accidents in one of theMost winding and accident-prone stretches in Southern Brazil.

According to the portal NSCTotal, the construction of the escape areas will take place at kilometers 15.3 and 17.4 of the highway, precisely where curves have caused apprehension among drivers and heavy cargo transporters for decades.
After two unsuccessful bidding attempts — one with no interested parties and another disqualified for failing to meet the criteria of the notice — the work was finally approved through a bidding exemption and will be the responsibility of Construtora Luiz Costa.
This information was confirmed by the State Department of Infrastructure and Mobility (SIE), which expects to issue the service order by April 15.
Stretch Will Undergo Complete Redevelopment And Curve Will Be Redesigned
SC-418 is known for its high accident rate, especially on the descent of the mountain that connects Joinville to Campo Alegre.
The project goes far beyond the construction of the two escape areas: it includes the complete redevelopment of a 2 km stretch, highlighting the redesign of one of the most dangerous curves of the road, where several collisions involving large vehicles have already occurred.
The total investment is estimated at R$ 35 million, and the works should be completed within 12 months after the service order is signed.
The project was designed and completed in 2022, but will only now begin effectively.
According to the report by José Casado, the revitalization of SC-418 is part of a set of structural improvements that have been discussed since 2019.
Chemical Accident Accelerated Government Decision
The alert signal was definitively triggered after a serious accident involving a truck loaded with chemical products, in early 2024.
The vehicle lost control on one of the curves planned to receive the new escape areas, causing the spillage of toxic substances into nearby rivers.
The contamination even interrupted the operation of Joinville’s main water treatment station for 20 hours, affecting about 70% of the city’s population.
After this episode, the state government decided to include escape areas as an emergency measure, in light of the urgency to avoid new environmental and human tragedies.
This accident also highlighted a reality neglected for years: the lack of safety infrastructure on roads with high heavy traffic demand.
Joinville is the largest industrial hub in Santa Catarina, and SC-418 is one of the main logistical routes connecting the region to the northern plateau and the interior of Paraná.
How Do Escape Areas Work?
Escape areas are additional lanes built in downhill stretches or sharp curves, filled with specific material such as expanded clay, which slows down out-of-control vehicles without causing collisions.
This type of structure is common in countries with mountainous regions and is already used on federal highways in Brazil, like BR-376 in Paraná.
Santa Catarina, however, had not yet implemented this resource on any of its state highways, making the SC-418 project a milestone for local road safety.
The choice of curves was based on technical criteria, such as the number of recorded accidents, road inclination, and curvature radius.
According to transportation engineering specialists, escape areas can reduce the risk of serious accidents by up to 90% at critical mountain points, especially when there are failures in truck braking systems or loss of control on wet roads.
Strategic Highway For The State
SC-418 plays a strategic role not only for Joinville but for the entire state.
The road connects the largest city in Santa Catarina to the northern plateau, passing through towns like Campo Alegre and São Bento do Sul, and serves as an alternative route for those heading to Paraná.
Besides moving industrial production from Joinville, the highway is an important tourist route, used by travelers seeking retreats in mountainous areas during winter.
With the increase in truck and tourist bus traffic, the modernization of SC-418 has become a priority for the state government.
According to data from the Military Highway Police of Santa Catarina, more than 800 accidents were recorded in Dona Francisca Mountain in the last decade, with dozens of fatalities.
The expectation is that, with the new safety measures, this number will be drastically reduced in the coming years.

Project Serves As A Model For Other Highways
Experts argue that the redevelopment project for SC-418 should serve as a model for other state highways in mountainous regions, such as SC-390 (Serra do Rio do Rastro) and SC-370 (Serra do Corvo Branco).
Both face similar challenges and have a history of accidents involving trucks and buses.
The initiative by the government of Santa Catarina may inspire other states to adopt similar solutions, especially in the Southern and Southeastern regions, which concentrate a large portion of roads with mountainous profiles.
The National Department of Transport Infrastructure (DNIT) is also closely monitoring the implementation of the work, as the methodology can be replicated in future federal projects.
Road safety has once again become a topic of discussion in the National Congress following recent accidents involving cargo vehicles.
Registrations, Service Order And Start Of Works
According to the State Department of Infrastructure, the service order is expected to be issued by April 15, and the forecast is that work will begin in the first half of 2025.
With a 12-month execution period, the works are expected to be completed in the first half of 2026.
Construtora Luiz Costa, chosen through bidding exemption, is already working on other highway projects in the region and has assured that it will mobilize teams and machinery as soon as official authorization is granted.
