Couple’s Construction Company Under Investigation Promised High-Standard Houses in Eusébio, But Left Incomplete Works and Dozens of Victims at a Loss
Clients who dreamed of a dream home in a high-standard condominium in Eusébio, in the Metropolitan Region of Fortaleza, were caught off guard by a scam that is still being investigated by the Civil Police of Ceará.
According to authorities, a couple responsible for a construction company is suspected of deceiving several people in the sale and construction of properties.
Clients claim they paid between R$ 150 thousand and R$ 433 thousand for houses that were never delivered. In many cases, the works did not progress beyond the foundations, remaining completely unfinished.

According to the company, a 45 m² container house, made with three L-shaped containers, was the first project of its kind they executed, featuring special structural reinforcement and used containers.

A 30 m² pine wood house costs R$ 20,000 for the raw structure and can be completed for less than R$ 50,000 with assembly and basic finishes: this quick construction promises to deliver in weeks what conventional masonry would take much longer to complete.
In addition to the victims who filed police reports, suppliers of construction materials also reported losses.
They claim that the company failed to settle payments for services and products used in the constructions. Lawyer Alaôr Bettega, who represents some of the affected parties, explained that the couple started the works and received the funds but then disappeared, leaving the constructions abandoned.
The investigations are ongoing. The Civil Police have already conducted inquiries, but the suspects have not yet been formally indicted. The case became more complex after the couple was also implicated in another complaint involving the irregular sale of a property.

While awaiting justice, affected clients and suppliers continue to suffer losses. Authorities are still investigating the case to hold those involved accountable and to prevent new scams like this from occurring.
