São Paulo Government Unlocks R$ 238 Million to Transform Cities! There Will Be 270 Projects in 256 Municipalities, Improving Infrastructure, Mobility, and Revitalizing Degraded Areas. This Is the Largest Investment in Recent Years!
The São Paulo Government announced a record investment of R$ 238 million for the execution of 270 projects in 256 municipalities in the state.
The initiative focuses on environmental preservation, the recovery of degraded urban areas, and the expansion of urban mobility.
The amount, which will be available from the State Fund for the Defense of Diffuse Interests (FID), linked to the Secretary of Justice and Citizenship, is part of a total allocation of R$ 316 million, combined with R$ 78 million from the contributing municipalities.

According to Governor Tarcísio de Freitas, the investment is strategic for improving the quality of life of the population and strengthening municipal infrastructure.
“We are intelligently utilizing resources from penalties for infractions, reversing these values for the benefit of collective interests. We started the year by releasing R$ 228 million to combat dengue in the municipalities, and now we guarantee another R$ 238 million for transforming mobility and urban infrastructure. And this is just the beginning”, highlighted the governor during the event at the Palácio dos Bandeirantes.
Resources Will Be Used in Structural Projects in the Municipalities
FID resources come from convictions in public civil actions and fines resulting from the non-compliance with Conduct Adjustment Terms (TACs) established with the Public Ministry.
The release of funds occurs through a public call, via a convocatory notice, where interested parties submit projects for technical analysis and subsequent approval by the FID Management Council.
According to the Secretary of Justice and Citizenship, Fábio Prieto, the fund plays an essential role in the execution of civic works that directly benefit citizens. Among the initiatives included are:
- Construction of bike lanes and walking paths;
- Recovery of green areas and public squares;
- Projects for waste recycling and waste management;
- Revitalization of museums, theaters, and cultural centers.
The investment also aims to strengthen urban mobility and make cities more sustainable, promoting innovative solutions to the challenges faced by municipalities.
Government Studies New Investments in Drainage and Water Infrastructure
In addition to the resources allocated by FID, Governor Tarcísio de Freitas revealed that the State is already studying the release of funds from the State Water Resources Fund (Fehidro) to finance drainage and water infrastructure projects in the municipalities.
According to him, this measure is essential to tackle the challenges posed by climate change and to prevent flooding in critical regions.
“We are structuring new releases of resources for drainage and flood prevention. The goal is to ensure that municipalities have the means to develop projects that minimize the impacts of rainfall and improve the quality of life for the population”, stated the governor.
The initiative has the support of the Legislative Assembly of São Paulo and various state secretariats, including the Departments of Social Development, Civil House, and Government and Institutional Relations.
How the Diffuse Interests Fund (FID) Investments Work
Created to repair collective damages and defend diffuse rights, FID is a financial instrument that supports projects in areas such as the environment, consumer protection, historical and cultural heritage, among others.
The fund is regulated by law and managed by the FID Management Council, composed of representatives from various state secretariats.
FID resources come from indemnities and fines imposed by the Public Ministry, environmental agencies, and other entities, ensuring that the collected amounts are reinvested in projects that benefit the population.
Municipalities, state agencies, and non-profit entities can submit proposals to obtain funding, as long as the projects align with the fund’s objectives and follow the guidelines set by the Management Council.
With this new investment, the São Paulo Government reaffirms its commitment to urban and environmental development, promoting sustainable solutions for the improvement of the São Paulo cities.
