Plan Includes Over 480 Actions and Bets on Intermodal Solutions to Improve Mobility and Attract Businesses Throughout the State.
The Government of Minas revealed, on this Thursday (12/6), one of the largest portfolios of investments in infrastructure ever structured in the state.
Focusing on the improvement of transportation and logistics, the plan gathers over 480 short-term actions and provides for works on highways, railways, airports, pipelines, and waterways.
The total value of the investments, both public and private, reaches R$ 513 billion.

Over 4 Thousand Works and Regional Focus
Coordinated by the State Secretariat of Infrastructure, Mobility, and Partnerships (Seinfra) and Codemge, the State Plan for Logistics and Transportation (Pelt-MG) details 4,582 projects.
The proposal aims to meet regional demands and promote integrated development of the state.
Among the highlights, there are more than 400 actions on highways. One of the main projects is the concession lot of the Zona da Mata, considered one of the largest investments provided for in the plan.
The goal is to improve the road network of the state, reduce transportation costs, and offer more security to drivers.
Other modalities also received attention. There are 17 railway interventions, 13 pipeline projects, 12 actions focused on airports, and two for waterways.
Part of these works is already underway or contracted. Others still require coordination with the Federal Government or new approval stages.
Minas Wants to Be Brazil’s Logistics Hub
During the presentation of the plan, the Secretary of Infrastructure, Pedro Bruno, highlighted the strategic importance of the moment. “Minas Gerais will be the epicenter of infrastructure investment in the country in the coming years. Having this clear planning with Pelt-MG is essential for us to remain a reference,” he stated.
According to the government, the plan goes beyond the physical improvement of infrastructure. It also seeks to strengthen regional production chains, attract new businesses, and ensure opportunities for the people of Minas Gerais.
British Evaluation Model
Minas Gerais is a pioneer in the use of the Five Case Model (5CM), a method created by the British Treasury to qualify investment decisions.
The application of this model, unprecedented in Brazil, brings more technical rigor and helps select projects with a greater positive impact on the population.
The Director of Concessions and Partnerships at Codemge, Gabriel Fajardo, emphasizes that the model allows organizing actions across different fronts.
Plan Was Built with Regional Participation
The Pelt-MG was developed from meetings held in various regions of the state. The proposal is that decisions reflect local reality and respond to the most urgent needs of the population and businesses.
For the president of Codemge, Luísa Barreto, this planning model is a concrete way to think about the state’s growth.
“Codemge’s business is to make Minas grow. With Pelt-MG, we have a clear path for integrated development, with inclusion and opportunity generation,” she said.
Predictability and Security for Investors
The plan also promises to bring more legal security and predictability for those who want to invest in the state. Based on good national and international practices, the Pelt-MG aims to guide the allocation of public and private resources more efficiently and with a focus on results.

The expectation is that the progress of these actions will transform the logistical reality of Minas and consolidate the state as a national reference in the sector.
Many of the actions listed in Pelt-MG are already underway. With the structure in place, the Minas government intends to accelerate the execution of projects and ensure positive effects as quickly as possible. The goal is clear: to make Minas Gerais an example of modern and efficient logistics for Brazil.
