The Federal Senate approved a bill that ensures the exemption from Income Tax, but the measure is valid for those earning up to two minimum wages. It is essential to understand that this proposal is different from the one that seeks to extend the benefit to R$ 5 thousand and is still awaiting analysis.

Exemption for Those Who Earn Up to Two Minimum Wages

The Senate symbolically approved the bill that guarantees the exemption from Income Tax for those with an income of up to two minimum wages. The exact amount of the benefit is for incomes of up to R$ 3,036.

According to the assessment of economist Gabriel Monteiro, the measure represents an update to the Income Tax table, something that typically occurs annually. The estimated impact of this specific exemption on public coffers is approximately R$ 3 billion.

Understand the Difference Between the Two Income Tax Exemption Proposals

The main confusion lies in differentiating the projects. The approved proposal is different from the project that provides for the exemption from Income Tax for those earning up to R$ 5 thousand per month. This second, broader project is still awaiting analysis by the plenary.

In addition to the larger exemption bracket, the R$ 5 thousand proposal also includes progressive discounts on the tax for incomes of up to R$ 3,350, a detail that is not in the approved text.

Government Studies How to Compensate for the Loss in Revenue

According to CNN’s website, to balance public accounts, the federal government is analyzing compensatory measures. These actions would be necessary to cover the revenue loss generated by any of the Income Tax exemption projects.

Among the main alternatives under discussion is the possible taxation of profits and dividends, a topic that sparks intense debate in the business sector.

The Debate on Dividend Taxation

The Brazilian Association of Publicly Traded Companies (Abrasca) has already taken a position. The entity defends the maintenance of the exemption on dividends currently in force.

As an argument, Abrasca claims that since 1996, when the tax on dividends was eliminated, Brazilian companies have appreciated 10% more than their peers in Latin America and experienced a 0.7 percentage point reduction in their costs.

Com esse governo descabeciado não tem como isentar imposto de quem ganha até r$ 5000,00
