45% Reduction in IPVA Drives 11% Increase in Registrations in Just 10 Days, Leading Paraná to Historical Records
The number of vehicle registrations skyrocketed in Paraná right after Governor Carlos Massa Ratinho Junior announced the reduction of the IPVA rate.
The measure proposes to cut the tax from 3.5% to 1.9% starting next year, pending approval from the Legislative Assembly. According to the government, it will be the lowest rate in the country.
Between August 10 and 19, prior to the announcement made on August 20, the Paraná Department of Transit (Detran-PR) registered 10,647 new registrations.

The first installment of the 13th salary from INSS will be released starting this Friday, and over R$ 78 billion will enter the Brazilian economy in two phases, but not all beneficiaries are entitled to the payment.
In the following ten days, from August 20 to 29, this number rose to 11,807.
The average went from 1,064 per day to 1,118. Only on August 20, the day of the announcement, there were 1,418 new registrations in a single day.
Constant Growth Throughout 2025
The state had already been recording a significant increase prior to the proposal for tax reduction. Between January and August of this year, Detran-PR accounted for 233,127 registrations of new vehicles, compared to 174,033 during the same period in 2024. This increase represents a 34% growth compared to the previous year.
The total accumulated over eight months has already surpassed the 215,461 registrations made in all of 2022. It is also close to the volume of 2023, when 236,254 vehicles were registered.
In 2024, Paraná totaled 286,111 new registrations over the twelve months.
The data only consider new vehicles, excluding license plate replacements to the Mercosur standard and the transfer of vehicles from other states to Paraná. In other words, the increase comes directly from the purchase of new vehicles by residents of Paraná.
Diversification of the Registered Fleet
Among the new vehicles registered this year, automobiles represent 42% of the total, with 97,719 units.
This number exceeds by 15,000 the 82,461 cars registered during the same period in 2024. Motorcycles also showed strong growth: from 40,865 to 62,149, a 52% increase compared to last year.
Additionally, Detran-PR registered 37,522 pickup trucks, 20,119 mopeds, 15,295 vans, 13,132 utility vehicles, and 11,496 trailers.
Also added to the fleet were 10,038 semi-trailers, 7,769 trucks, 7,283 tractor trucks, 1,549 buses, and 968 mopeds.
The numbers also include 906 microbuses, 114 wheel tractors, 27 motorhomes, 20 tricycles, and five quadricycles.
Tax Reduction Expected to Have Low Impact on Revenue
The increase in the number of registrations is one of the reasons supporting the proposal to reduce the IPVA rate.
The measure is expected to benefit about 3.4 million owners of automobiles, pickup trucks, and motorcycles over 170cc.
According to the State Department of Finance (Sefa), this group represents 83% of the 4.1 million taxable vehicles in Paraná.
