New Secretariat of the Ministry of Finance Promises to Accelerate Decarbonization and Strengthen the Economy Through the Carbon Market.
Government Launches Secretariat to Boost Carbon Market in Brazil
The Ministry of Finance has taken a decisive step to strengthen decarbonization and boost the national economy.
On Thursday (17), the federal government published a decree creating the Extraordinary Secretariat of the Carbon Market, responsible for coordinating the Brazilian System of Greenhouse Gas Emission Trading (SBCE).
The new structure will be responsible for studies, regulations, and public consultations aimed at advancing the Carbon Market in Brazil, considered one of the main tools to achieve climate goals and stimulate economic innovation. The rule will come into effect on November 6, 2025.

Technical Leadership to Accelerate Decarbonization
The secretariat will be led by Cristina Reis, the current Undersecretary for Sustainable Economic Development of the Economic Policy Secretariat (SPE).
An economist graduated from the University of São Paulo (USP), Cristina has extensive experience in global value chains, international trade, and productive development.
With this technical and strategic profile, the new leadership aims to create a solid regulatory environment for companies to operate safely in the Carbon Market.
Cristina is also a full member of the Brazilian Agency for Industrial Development (ABDI), reinforcing her role at the interface between economy and sustainability.
Temporary Structure, but with Significant Economic Impact
Although temporary, the Extraordinary Secretariat of the Carbon Market will play a central role in the transition to a definitive body.
Its mission will be clear: to manage the SBCE, coordinate climate policies, and guide the private sector on the new decarbonization rules.
Among its duties, the following stand out:
- preparation of studies on economic impacts;
- coordination of public consultations on regulatory acts;
- regulation of accreditation processes for inspection bodies;
- representation of the Ministry of Finance in national environmental committees.
This movement positions Brazil more competitively in the global market, strengthening the green economy and opening new opportunities for sustainable investments.
Carbon Market: New Frontier for the Brazilian Economy
The Carbon Market allows companies that reduce their emissions to trade carbon credits with companies that still need to offset their environmental impacts.
This mechanism stimulates technological innovation and energy transition, creating a cleaner and more efficient economic environment.
Additionally, this system favors the expansion of strategic sectors such as renewable energy, low-carbon agriculture, and sustainable mobility.
Thus, the Ministry of Finance acts directly to align economic growth with decarbonization goals.
Two Undersecretariats to Structure the Regulatory System
The secretariat will have two main divisions: Undersecretariat of Regulation and Methodologies and Undersecretariat of Implementation.
Together, they will be responsible for structuring the operation of the SBCE and ensuring transparency, legal certainty, and predictability in the market.
In addition to regulating operations, the new structure will also be tasked with disseminating information about the credit system, contributing to the credibility and attractiveness of the Brazilian Carbon Market to national and international investors.
Brazil Aims for Climate and Economic Leadership
With the advancement of this agenda, Brazil seeks to take a prominent role in the global transition to a low-carbon economy.
By creating a specific secretariat within the Ministry of Finance, the government demonstrates that decarbonization is not just an environmental agenda, but also a long-term economic strategy.
This measure reinforces the commitment to international climate goals and paves the way for a billion-dollar market.
For specialists, the initiative can attract new investments, generate green jobs, and transform the Brazilian productive matrix in the coming years.
Decarbonization: Start of Operations and Next Steps
The decree establishing the secretariat will come into effect on November 6, 2025, marking the official start of this new phase of the Carbon Market in the country.
The expectation is that, from that date, the first public consultations and sectoral regulations will be launched.
Thus, Brazil draws closer to consolidating a robust model of decarbonization while creating economic opportunities aligned with the demands of an increasingly sustainable international market.
